在我国实施图书馆理事会制度的必要性分析及其策略研究

【摘要】：图书馆理事会制度，是指由理事会进行决策的图书馆管理体制。大部分的西方国家都建立了相对完善的理事会制度。在我国实施图书馆理事会制度是图书馆法制化管理和规范图书馆决策机制的需要。十八大报告指出增强国有公益性文化单位活力，在图书馆、博物馆等经营性文化单位建立法人治理结构，，繁荣文化市场，而组建图书馆理事会是图书馆实施法人治理结构的根本标志。我们要探索图书馆理事会制度实施能遇到的障碍，并且考虑与之对应的解决方法。归根结底，图书馆理事会制度是我国公共图书馆管理体制改革的必然选择。
[Abstract]:Library Council system refers to the library management system in which the Council makes decisions.Most Western countries have established relatively perfect governing systems.The implementation of library council system in our country is the need of library legalization management and standardization of library decision-making mechanism.The report of the 18th National Congress pointed out that it is necessary to strengthen the vitality of state-owned public welfare cultural units, establish corporate governance structures in libraries, museums and other operating cultural units, and prosper the cultural market.The establishment of library council is the fundamental symbol of the implementation of the legal person governance structure of the library.We should explore the obstacles to the implementation of the library council system and consider corresponding solutions.In the final analysis, the library council system is the inevitable choice of our country's public library management system reform.
