【摘要】：在当前中央加大力度支持统筹城乡发展的大背景下,吉林省积极推进财政支农政策,具有重要的现实意义和长远的战略影响。从吉林省统筹城乡发展进程中的财政支农政策的推进现状来看,当前吉林省的财政支农政策已经取得了一系列的实效进展。这主要表现在支农投入持续增加、农民负担大幅降低、强化农业补贴制度、建立健全基础体系四个方面。针对支农资金结构不够合理,财政支农政策领域分工尚未到位;地方财政配套难以落实,财政支农政策保障机制需要建立;资金使用效率有待提高,财政支农政策作用没有充分发挥;农业发展重视程度不足,财政支农政策理念亟待更新创新等一系列的突出问题,要积极借鉴国内外财政支农政策的成熟做法和成功经验,努力做到统筹布局、重点突破和长效施策。当务之急是从四个方面综合施策,一是完善财政支农结构体系,支持农业基础建设;二是创建保障机制,建立资金管理制度;三是加大财政支农资金补贴力度,提高财政支农效率;四是革新支农政策理念,引导农民积极参与。
[Abstract]:Under the background that the central government has increased its efforts to support the development of urban and rural areas, it is of great practical significance and long-term strategic influence for Jilin Province to actively promote the policy of fiscal support for agriculture. In view of the current situation of promoting the fiscal policy of supporting agriculture in the process of overall urban and rural development in Jilin Province, a series of practical progress has been made in the current policy of supporting agriculture in Jilin Province. This is mainly manifested in the following four aspects: the sustained increase of agricultural input, the reduction of farmers' burden, the strengthening of agricultural subsidy system and the establishment and improvement of basic system. In view of the unreasonable structure of the fund for supporting agriculture, the division of labor in the field of fiscal support for agriculture has not yet been put into place; the local financial supporting system is difficult to implement, and the guarantee mechanism of the fiscal policy for supporting agriculture needs to be established; The role of fiscal policy in supporting agriculture has not been brought into full play, the degree of attention to agricultural development is insufficient, the concept of fiscal support for agriculture needs to be updated and innovated, and a series of outstanding problems, such as learning from the mature practices and successful experiences of domestic and foreign financial policies for supporting agriculture, should be actively used for reference. Strive to achieve overall layout, key breakthroughs and long-term effectiveness. The urgent task is to comprehensively implement measures from four aspects: first, to improve the financial support for agriculture structure system and to support agricultural infrastructure construction; second, to create a security mechanism and establish a fund management system; and third, to increase the intensity of financial subsidies for agricultural support. Improve the efficiency of financial support to agriculture; fourth, reform the concept of agricultural policy, guide farmers to participate actively.
