培育领导干部法治思维需要形成理论共识

【摘要】:正党的十八大报告明确指出"法治是治国理政的基本方式",并强调"提高领导干部运用法治思维和法治方式深化改革、推动发展、化解矛盾、维护稳定能力"。法治思维的形成,可能遭遇外部体制机制的阻碍与"固化"利益集团的抵制,这些阻碍可以通过不断推动政治、经济体制的改革而逐步得以消减;也可能遭遇干部内心对法治不认可的阻碍,譬如一些干部依然眷恋人治模式的好处,存在"严格遵守法律无法开展工作"、"法治会阻碍经济发展"等看法,这就需要认真分析法治的真正内涵,澄清对法治认识的误区,
