培育领导干部法治思维需要形成理论共识

【摘要】：正党的十八大报告明确指出"法治是治国理政的基本方式",并强调"提高领导干部运用法治思维和法治方式深化改革、推动发展、化解矛盾、维护稳定能力"。法治思维的形成,可能遭遇外部体制机制的阻碍与"固化"利益集团的抵制,这些阻碍可以通过不断推动政治、经济体制的改革而逐步得以消减;也可能遭遇干部内心对法治不认可的阻碍,譬如一些干部依然眷恋人治模式的好处,存在"严格遵守法律无法开展工作"、"法治会阻碍经济发展"等看法,这就需要认真分析法治的真正内涵,澄清对法治认识的误区,
[Abstract]:The report of the 18th CPC National Congress clearly pointed out that "the rule of law is the basic way of governing the country and managing government," and stressed that "improving the leading cadres' ability to deepen reform, promote development, resolve contradictions, and maintain stability through the use of the rule of law thinking and the rule of law."
