渤海特别法的关键设置:渤海综合管理委员会

【摘要】：渤海特别法应当创设一个新的机构——渤海综合管理委员会。它应当成为渤海特别法的执行中心,也就是渤海特别法调整范围内的渤海管理事务(包括污染防治、资源可持续利用、生态保护、自然形态保护等)的执行中心,是决定用特别法保护渤海的设想变为现实的核心机构。委员会主要不是直接面对行政相对人的执法机关,而是决定与渤海管理有关的省、自治区、直辖市从渤海分享多少利益,为了渤海保护分担多大责任,决定如何治理渤海的机关。委员会由渤海全流域有关省、自治区、直辖市与有关渤海管理的国家职能部门的代表组成。委员会下设执行局作为常设机构,主要职能是执行委员会的决议,监督区内省、自治区、直辖市履行决议,组织实施委员会确定的管理项目,执行渤海特别法规定的其他任务等。
[Abstract]:The Bohai Sea Special Law should set up a new agency _ Bohai Sea Integrated Management Committee . It should be the executive center of the Bohai Sea Special Law , which is the core institution of Bohai Sea Management ( including pollution control , resource sustainable utilization , ecological protection , natural form protection , etc . ) within the scope of the Bohai Sea Special Law . The committee is mainly composed of representatives of the provinces , autonomous regions and municipalities directly under the Central Government and relevant Bohai Sea management . The committee is composed of representatives of relevant provinces , autonomous regions and municipalities directly under the Central Government and relevant Bohai Sea management . The committee is composed of the relevant departments of the province , autonomous region and municipality directly under the Central Government and relevant Bohai Sea management .
