论有中国特色的流域管理机构及其构建思路

【摘要】：流域管理体制研究一直是理论界的热点问题,迄今为止,大多学者仅是把流域管理体制本身作为出发点,很少有将流域管理机构作为着眼点去研究和探讨。本文试图超越传统理论研究,以“流域管理机构”为基点,通过回顾其历史沿革,打破“眉毛胡子一把抓”的格局,从国家和地方两个层面具体分析和揭示我国流域管理机构存在的不足和缺陷；进而通过语境论研究比较分析西方先进流域管理模式,探讨中国流域管理机构的存在语境和角色；最后以水资源的特性以及我国与西方在社会制度等方面的共通的内在理念为参照系,构想和设计我国近期、中期、远期分阶段多层次的有中国特色的流域管理机构。全文除引言和结语外共分为五个部分：第一部分主要阐述了我国流域管理机构的概状。从理论上对流域管理机构的相关概念、历史演进、机构设置及职能做了简单介绍,作为文章展开论述的基础。第二部分是对我国流域管理机构存在的主要问题及成因的探讨。着重从四个方面两个层面对每一问题进行分析,然后根据问题的表现逐一进行成因归类。第三部分是对国外先进流域管理模式的分析和借鉴。通过简单介绍世界三大流域管理模式,分析其先进经验的共同之处,挖掘构建中国特色流域管理机构的启示。第四部分是对中国流域管理机构及其角色定位的思考。首先从国情出发,分析了中国流域管理机构的存在语境,接着通过比较国外的制度和社会基础提出有中国特色流域管理机构的角色定位。第五部分是对中国特色流域管理机构构建思路的设想。鉴于流域管理是一个动态的发展以及中国流域管理机构的存在语境,笔者提出“两步骤”和“三阶段”的中国特色流域管理机构的构建路线,以期最终实现流域综合管理。
[Abstract]:The study of watershed management system has always been a hot topic in the theoretical circle. Up to now, most scholars only take the watershed management system as the starting point, and few research and discuss the watershed management institution as the starting point. This paper attempts to transcend the traditional theoretical research, take "watershed management organization" as the basic point, through reviewing its historical evolution, break the pattern of "eyebrow and moustache grasp". This paper analyzes and reveals the shortcomings and defects of China's watershed management institutions from the national and local levels, and then compares and analyzes the western advanced watershed management models through context theory, and probes into the existing context and role of China's watershed management institutions. Finally, based on the characteristics of water resources and the internal concept of common social system between China and the West, the author conceive and design the watershed management institutions with Chinese characteristics in the near, medium and long term. In addition to the introduction and conclusion, the full text is divided into five parts: The first part mainly expounds the general situation of the river basin management organization in our country. The related concepts, historical evolution, institutional setup and functions of watershed management institutions are introduced in theory, which is the basis of this paper. The second part discusses the main problems and causes of the river basin management in China. This paper analyzes each problem from four aspects and two levels, then classifies the causes according to the performance of each problem. The third part is the analysis and reference of foreign advanced watershed management model. This paper briefly introduces the management models of the three major watersheds in the world, analyzes the common points of their advanced experiences, and excavates the enlightenment of constructing the watershed management institutions with Chinese characteristics. The fourth part is thinking about the role of Chinese watershed management organization. This paper first analyzes the existing context of Chinese watershed management institutions from the point of view of the national conditions, and then puts forward the role orientation of watershed management institutions with Chinese characteristics by comparing foreign institutions and social foundations. The fifth part is to the Chinese characteristic watershed management organization constructs the idea. In view of the fact that watershed management is a dynamic development and the existing context of Chinese watershed management institutions, the author puts forward the construction route of "two-step" and "three-stage" watershed management institutions with Chinese characteristics, with a view to realizing the integrated watershed management in the end.
