【摘要】：正近期,有两件重大事项将会对今后一段时间的地方立法工作产生积极影响:一是立法法实施14年后进入"检修期",二是第二十次全国地方立法研讨会在上海召开。当前,随着经济社会发展和全面深化改革的推进,立法工作中遇到一些新情况新问题,对加强和改进立法工作提出了新要求。所以,对立法法适时作出修改,势在必行。据了解,修正案草案共28条,从发挥人大立法主导作用,健全立法起草、论证、审议等机制,提高立法质量,增加法律通过前评估制度,完善授权立法,赋予设区的
