【摘要】:随着中国城市化步伐的加快,农村城镇化也给工程建设创造了巨大机遇和挑战,建筑工程的市场规模,范围和开放性也在慢慢扩大,工程项目日趋复杂扩大化。日益激烈的竞争和监管制度也在逐步完善,更加严格的指标制度和合同管理,包括相关的劳动法律制度,企业新技术发展体制变革也在日趋国际化。改革的关键是管理,主要体现在对建设项目工程的管理。而建筑施工管理,又最终体现在施工组织设计。由于工程施工存在复杂性,施工组织设计通过分析项目特点,拟设计施工全过程,使用现代管理技术和方法,对全过程进行规划、组织、协调控制来实现资源的合理配置、施工的有序进行、生产要素合理组合,最终提高生产效益。并对生产物料、施工设备、人员分配、机械设备等进行合理安排,协调各施工参与方、各施工工序和总流程之间的关系,使施工以最满意的途径进行,,最终取得最佳的经济效益。 在编制施工组织设计选择方案时,不仅要遵循客观实际还要符合先进性、科学行的要求。若按照模糊概念来区别各指标的主从关系,工期、质量和费用是三个很重要的指标,在方案的设计,平面布置、材料分布供应以及施工器械的安装,办公地点的选择等都要服务于这三个重要指标的要求。因此在进行方案选择时,在对施工方案进行量化分析的同时,还要考虑各地区施工水平以及招标的要求。在进行施工组织设计量化指标分析时,所选取的指标一定要具有综合性、系统性、可用性、代表性、切实可行性。为了分清主次关系以及各指标对总目标的作用程度,选取多级模糊综合评价法对内蒙古呼和浩特市赛罕区小厂库伦城中村改造项目施工组织设计进行评价分析。通过评价分析的过程以及评价结果,查找方案的不足之处,并对施工组织设计方案优化提出了相关的措施和办法。施工组织设计能够对工程施工进行科学规范的指导和约束,对工程施工的顺利进行具有重要的意义。本文根据施工组织设计编制的特点,结合工程实例,对施工组织设计进行了综合评价。经过大量阅读文献,结合该项工程的工程概况和目标从六个方面选取了评价指标,包括人员配备、主要施工方案、质量和安全保证措施、施工进度计划、施工成本费用、环境影响等六个一级指标因素,建立了二层级施工组织设计的体系图。通过咨询专家,对各个指标赋权以及计算隶属度值,综合计算整理出施工组织设计的评价结果。 最后根据评价结果以及参照相应指标的标准从质量保证体系、施工组织的管理与控制、先进的施工技术的使用、考核制度的建立等方面提出了优化的措施。
[Abstract]:With the acceleration of the pace of urbanization in China, rural urbanization has also created great opportunities and challenges for engineering construction. The market size, scope and openness of construction projects are gradually expanding. The increasingly fierce competition and supervision system is also gradually improving, more stringent index system and contract management, including the related labor law system. The key to the reform is management, which is mainly reflected in the management of construction projects and construction management. Because of the complexity of the construction, the construction organization design plans the whole process by analyzing the characteristics of the project, designing the whole construction process and using modern management techniques and methods. Organize and coordinate control to realize rational allocation of resources, orderly construction, reasonable combination of production elements, and ultimately improve production efficiency. And distribution of production materials, construction equipment and personnel. The machinery and equipment should be arranged reasonably, and the relations among the construction participants, the construction procedures and the total process should be coordinated, so that the construction can be carried out in the most satisfactory way, and the best economic benefits can be obtained. When compiling the selection scheme of construction organization design, we should not only follow the objective reality but also accord with the requirements of advanced nature and scientific practice. If we distinguish the principal and subordinate relationship of each index and the duration of the project according to the fuzzy concept. Quality and cost are three important indicators in the design of the scheme, layout, distribution of materials and installation of construction equipment. The selection of office location should serve the requirements of these three important indicators. Therefore, in the process of project selection, the quantitative analysis of the construction scheme is carried out at the same time. Also consider the construction level of each region and the requirements of bidding. In the construction organization design quantitative index analysis, the selected indicators must be comprehensive, systematic, usability, representative. Feasibility. In order to distinguish the primary and secondary relationships and the impact of the indicators on the overall objective. The multi-level fuzzy comprehensive evaluation method is selected to evaluate and analyze the construction organization design of the village reconstruction project in Coulomb of the small factory of Saihan district in Hohhot, Inner Mongolia. Through the process of evaluation and analysis and evaluation results. Find out the inadequacies of the scheme, and put forward the relevant measures and methods for the optimization of the construction organization design scheme. The construction organization design can guide and restrict the engineering construction scientifically and normatively. According to the characteristics of construction organization design, combined with engineering examples, this paper makes a comprehensive evaluation of construction organization design. After reading a lot of literature. Combined with the general situation and objectives of the project, the evaluation indexes are selected from six aspects, including staffing, main construction plan, quality and safety assurance measures, construction schedule and construction cost. Six first-level index factors, such as environmental impact, are established, and the system diagram of two-level construction organization design is established. Through consulting experts, each index is empowered and membership value is calculated. The evaluation results of construction organization design are sorted out by comprehensive calculation. Finally, according to the evaluation results and the standards of corresponding indexes, the optimization measures are put forward from the aspects of quality assurance system, management and control of construction organization, the use of advanced construction technology and the establishment of evaluation system.
