【摘要】：在哥本哈根全球峰会,低碳经济是讨论的焦点。全球所有的有识之士达成了共识：为了实现世界的可持续发展,应对地球变暖等一系列的生态环境恶化问题,人类必须选择走低碳经济的发展道路,否则,人类可能走向灭亡。二氧化碳是城市温室温度升高的主要原因,由于此前人们只注重经济不注重环境,过度的排放二氧化碳面导致全球变暖,将人们生存的生态环境严重的破坏,这时人类开始感到生存环境面临着严峻的挑战,所以开始关注全球变暖问题。随着城市化的发展,越来越来的人居住并生活在城市当中,据统计,全世界有一半以上在城市中,并且城市所排放的温室气体的占有量达到总量的75%。因此,为了确保和达到全世界的可持续发展、减缓气候变化,城市亟需减少对二氧化碳的排放、并应积极主动的发展低碳经济。随着世界人口的剧增、经济的发展及城市高碳生产生活方式的延续,温室气体的排放量仍在迅速增加,严重破坏了城市的生态环境,城市生存环境也面临着最严重的挑战。然而,从1997年的《京都议定书》到2007年的《巴厘岛路线图》,再到2009年哥本哈根联合国应对气候变暖的谈判,各国都在积极为减少碳排放量的目标和责任寻求方法和途径。对于正处在城市化发展的高速时期的中国来说,我国可持续发展进程中的重中之重就是城市的生态环境。为化解生存危机、创造更好的、生态的生存空间,建设低碳城市并发展低碳经济是一条必经之路。本文的研究对象是构建沈阳低碳城市评价指标体系,并根据所得体系对沈阳市进行评价,进行提出沈阳建设低碳城市的策略,通过对国内外低碳、生态城市建设与相关规划指标体系的研究,并结合沈阳低碳城市的实际地域情况,构建了适合沈阳的低碳城市评价指标体系。这样才能推进我国沈阳低碳城市与低碳经济的进一步发展,才能找到并且找准沈阳低碳城市与低碳经济的发展中存在的问题,为沈阳低碳城市建设与低碳经济的发展提供科学的理论支撑。本文构建的沈阳低碳城市评价指标体系准则层由四个系统构成,其中包括城市经济系统、城市社会系统、城市环境系统与城市交通系统；指标体系指标层由22个指标构成,使得这些指标能够最大化的反映出沈阳低碳城市建设与低碳经济的发展水平。利用笔者所做的沈阳低碳城市评价体系,本文对沈阳市经济发展水平、社会发展水平、环境发展水平、交通发展水平和低碳经济发展综合水平进行评价和分析。并根据评价结果对沈阳建设低碳城市从三个层面提出策略,一是规划层面；二是实施层面；三是法律层面,提出对沈阳市建设低碳城市和发展低碳经济有利的对策和建议。
[Abstract]:The world summit in Copenhagen, low carbon economy is the focus of discussion. All over the world have knowledge of the Roth consensus: in order to realize the sustainable development of the world, the ecological environment to cope with the warming of the earth and a series of problems, people must choose the development way of low carbon economy, otherwise, human beings may perish. Carbon dioxide is the main reason the temperature rise due to greenhouse City, people only pay attention to economic environment, face excessive carbon dioxide emissions cause global warming, our environment will seriously damage, then people began to feel the living environment is facing severe challenges, so begin to pay attention to the problem of global warming. With the development of the city, more and more people live and live in the city, according to statistics, the world has more than half of the city in the amount of greenhouse gas emissions and the city of The total 75%. and therefore, in order to ensure achieving the sustainable development of the world, climate change mitigation, to reduce carbon dioxide emissions in the city, and should actively develop low-carbon economy. With the rapid increase of world population, the continuation of the development of city economy and production of high carbon lifestyle, greenhouse gas emissions are still in the rapid increase, serious damage to the ecological environment of the city, city living environment is facing the most serious challenge. However, from 1997 to 2007 the "Kyoto Protocol > > < Bali Island roadmap, and then to Copenhagen in 2009 the United Nations climate change negotiations, countries are actively seeking ways to reduce carbon emissions target and responsibility. For the rapid development of the city is in a period of China, China's ecological environment and sustainable development in the process of priority among priorities is the solution for students of the city. Save the crisis, to create a better living space, ecological, low-carbon city construction and development of a low carbon economy is the only way which must be passed. The research object of this paper is to construct the evaluation index system of Shenyang low carbon city, and according to the system of evaluation of Shenyang City, Shenyang put forward the construction of low-carbon city strategy, through to the domestic low carbon eco city construction and related research, planning index system, combined with the actual situation of Shenyang regional low carbon city, for constructing Shenyang low-carbon city evaluation index system. So as to promote the further development of China's Shenyang city low carbon and low carbon economy, in order to find and identify the low carbon development in Shenyang city and low carbon economy in question, to provide theoretical support for the scientific development of Shenyang low carbon city construction and low carbon economy. The criterion of evaluation index system of Shenyang low carbon city in this paper The layer is composed of four systems, including the city of city economic system, social system, city environment system and city traffic system; the index layer is composed of 22 indicators, the index can reflect the maximum development level of low carbon city construction and low carbon economy in Shenyang. The author made use of Shenyang low carbon City evaluation system, the level of economic development in Shenyang, the level of social development environment, development level, evaluation and analysis of the development of transportation and the low carbon economy overall level of development. According to the evaluation results and the construction of low carbon city in Shenyang and puts forward some strategies from three aspects, one is the planning level; two is the implementation level; three is the legal level, put forward to the construction of Shenyang city low carbon city and low carbon economy development favorable countermeasures and suggestions.
