【摘要】：滨海城市以其独特的自然环境和优越的地理区位条件,历来是我国经济社会发展最具活力的地区之一,尤其是近年来随着城镇化的快速发展以及“建设海洋强国”、“发展蓝色经济区”等战略的提出,滨海城市纷纷将发展重点聚焦沿海岸带区域,海洋发展成为新时期我国经济社会提升的重要推动力。在这一趋势下,无论从外部形态还是内部功能,滨海城市的空间结构都发生着不同以往的剧烈变化,从而也衍生出许多新的灾害问题。另一方面,滨海城市海陆交界的特性使其面临着来自海洋和陆地的双重灾害威胁,表现出致灾因子类型多、强度大、灾害损失严重等特征,迫使人们开始重新思考现代滨海城市安全问题,滨海城市灾害防控被提到了空前的高度。本文以此为背景,将我国东部城镇化起步较早、发展较为迅速的滨海城市作为研究对象,通过定性与定量的对比分析,总结了滨海城市快速城镇化过程中空间结构演化所表现出的一般共性特征。然后结合滨海城市面临的主要灾害威胁,从灾害发生全过程与系统构成要素的角度,运用多学科交叉的方法,探讨了滨海城市在快速城镇化过程中由于物质空间结构演化所导致的灾害隐患及其致灾机理。在此基础上,以综合防灾、统筹规划为原则,构建了基于滨海城市空间结构演化的综合防灾策略框架,包括与现有城市规划体系相结合的常态防灾策略以及针对灾时应急的避难空间系统规划要点。最后,论文以福建泉州的晋江市围头湾海上新城为例进行了实证研究,结合围填海区特性和面临的主要灾害威胁,运用GIS等数字技术辅助模拟分析,分别从选址、功能布局等常态防灾建设和灾时避难、疏散救援等应急防灾的角度探讨了新城空间综合防灾效能及其优化策略。
[Abstract]:The coastal city with its unique natural environment and geographical conditions, has always been one of China's economic and social development of the most dynamic regions, especially in recent years with the rapid development of urbanization and the construction of "marine power", "the development of the blue economic zone" strategy, Binhai city will have to focus on the development of along the coastal zone, marine development has become an important driving force in new period of China's economic and social promotion. Under this trend, both from the external morphology and internal spatial structure of the coastal city, is undergoing dramatic changes is different from the past, which is derived from a lot of new disasters. On the other hand, the characteristics of the coastal border city land to face a double threat from the disaster of sea and land, showing the hazard factors of many types, strength, serious disaster losses and other characteristics, forcing people to The new thinking of modern coastal city security, coastal city disaster prevention and control has been referred to an unprecedented height. This article will start in eastern China's urbanization earlier, more rapid development of the coastal city as the research object, through the comparison of qualitative and quantitative analysis, the general characteristics of the general spatial structure evolution of coastal city rapid urbanization in the process of the show. Then combined with the main disasters threatening coastal city face, from the disaster the whole process and elements of the system point of view, using multidisciplinary methods, discusses the coastal city in the rapid urbanization process because the spatial structure evolution of material caused by the disaster and the disaster mechanism based., to comprehensive disaster prevention, planning principle, build a comprehensive disaster prevention strategy evolution of coastal city spatial structure based on the framework and the city planning including Normal disaster prevention planning system and the strategy of combining the key points for system planning of disaster emergency refuge space. Finally, the thesis takes Fujian Quanzhou Jinjiang Weitou Bay Sea town as a case study, combined with the main disaster threat reclamation area characteristics and the auxiliary simulation analysis using GIS and digital technology, respectively, from the the location, layout and other normal disaster prevention and evacuation function construction and disaster evacuation, rescue and other emergency disaster prevention of comprehensive disaster prevention of metro space efficiency and optimization strategy.
