工程项目招标投标管理存在的问题和对策研究

【摘要】：改革开放以来,我国逐渐由计划经济转变为市场经济,尤其是进入WTO以后,市场经济体制不断改进、完善,工程建设领域的各项管理方法和制度也得到规范和发展。为了与国际市场经济接轨,工程项目的管理行为更加规范化、法制化和国际化,其中招标投标行为作为整体工程项目前期的重要一个环节,其地位和作用显得更加突出和重要。招投标起源于18世纪后期的英国,在西方发达国家得到广泛的应用,取得巨大的成功和良好的效果。改革开放后我国才引入实施了招标投标制度,目前正不断地深入到社会生活的各个方面,对我国的市场经济实现公平、公开以及公正的秩序建设有很大的促进作用。本论文是结合本人的工作实际进行研究,研究主体包括招投标管理中先进国家的制度和方法,以及我国的制度、做法和经验；目的在于分析我国工程招投标的现状,找出这个领域内目前存在的问题,并对产生问题的原因进行了总结概括；然后在深入分析和研究基础之上,提出解决我国工程招投标中各种问题的对策,比如通过完善工程招投标机制,加强法律、法规建设,在制度健全的情况下推行工程量清单招标和推广最低价中标法,真正使我国的招投标做到公开、公平、公正；最后以本人单位办理的工程招标成果为例,将相关的解决对策运用到实际的具体案例中,通过规范的工程招投标方式和程序解决这一实际问题,从而具有重大的现实和指导意义。
[Abstract]:Since the reform and opening up, China has gradually changed from a planned economy to a market economy, especially after entering WTO, the market economic system has been continuously improved and improved. The management methods and systems in the field of engineering construction have also been standardized and developed. In order to keep pace with the international market economy, the management behavior of engineering projects is more standardized, legalized and internationalized. As an important link in the early stage of the whole project, the bidding behavior is more prominent and important. The bidding originated in 18th century in the United Kingdom. It has been widely used in western developed countries, and has achieved great success and good results. After the reform and opening up, the bidding system was introduced and implemented in our country, and it is constantly going deep into all aspects of social life. It promotes the construction of fair, open and fair order in China's market economy. This paper is based on the actual work of my research, including the main body of bidding management in advanced countries systems and methods, as well as our systems, practices and experience; The purpose is to analyze the current situation of engineering bidding in China, to find out the existing problems in this field, and to summarize the causes of the problems. Then on the basis of in-depth analysis and research, this paper puts forward countermeasures to solve various problems in engineering bidding in China, such as improving the mechanism of engineering bidding, strengthening the construction of laws and regulations. Under the condition that the system is perfect, the bidding of bill of quantities and the method of winning the bid at the lowest price can be carried out in order to make the bidding of our country open, fair and just; Finally, taking the project bidding results handled by my unit as an example, this paper applies the relevant solutions to the actual specific cases, and solves this practical problem through the standard project bidding methods and procedures. Thus has the important reality and the instruction significance.
