新型城镇化下绿色基础设施规划研究

【摘要】：新型城镇化既是对传统“圈地式”、“造城运动”、“掠夺式”旧有城镇化的反思，同时也是“建设美丽中国”、构建“天蓝、地绿、水清”的城乡生态建设重要发展思路与途径。旧有城镇化建设进程后的国土“千疮百孔”，城乡空间生态环境恶化，城乡居民生活品质下降，需要适应于以城乡生态宜居为首要目标，走集约、绿色、城乡特色分明的新型城镇化发展路线的城乡生态建设规划框架与理论，，同时需要起到缝合弥补、整合改良、提纲挈领作用的规划方法来修补、缝合、改良、统筹现有城乡环境物质空间。新型城镇化城乡生态建设要实现美丽中国建设，本质上要求城乡规划更好地应对生态效应、社会效应和经济效应综合性，绿色基础设施正是在这种社会、经济和生态需求的背景下产生的，是一个服务于环境、社会和经济健康、综合效益发展的生态学框架，立足于平衡土地开发与环境资源关系的统筹城乡自然、人文生态生活支持系统。可以说，绿色基础设施正是针对我国新型城镇化城乡生态建设的重要规划理论与方法，但二者尚未实现真正实质意义上的系统衔接。因此，本文的研究目的是探索城乡规划专业角度如何通过绿色基础设施规划框架体系构建与城乡绿色空间系统用地布局落实等实现自然、人文生态环境美好的理想家园这一新型城镇化的最终物质空间环境目标。本研究核心建构基于新型城镇化城乡绿色空间网络体系建设的绿色基础设施规划框架，从技术手段层面以绿色基础设施线性要素系统、面状要素系统、点状要素系统以及绿色生态技术工程系统为新型城镇化城乡绿色空间规划具体落实层面，建构起定性、定量相结合的城乡绿色空间不同层级的各要素系统规划设计方法与用地布局落实技术框架，同时提出能够应用于不同尺度的绿色基础设施规划具体策略，以对城乡绿色空间系统进行整体优化，并针对新型城镇化绿色基础设施规划实施、长效管理与维护提出具体策略。

The new urbanization and urban ecological construction to achieve beautiful Chinese construction, with better ecological effect of urban and rural planning requirements in essence, comprehensive social and economic effects, green infrastructure is in this social demand, economic and ecological background, is a service in the environmental, social and economic health, ecology framework the comprehensive benefits of the development of nature based on the balance of urban and rural land development and environmental resources, human ecological life support system. It can be said that the green infrastructure is important for planning theory and method of urban and rural ecological construction of new towns in China, but the two has not yet achieved the real essence of the convergence of the system. Therefore, the purpose of this study is to explore the urban and rural planning perspective through the green infrastructure planning framework system implementation and system layout of green space in urban and rural areas The goal of the final material space environment is to realize the natural and ideal homestead of the humanistic and ecological environment.
The study on the core construction of new urbanization urban green space network system based on the framework of green infrastructure planning, from the technical level to green infrastructure linear element system, areafeatures system, points system and green ecological engineering system for the green space of urban and rural planning and implementation of the new urbanization level, construct a qualitative design the elements of system planning of green space in urban and rural areas of different levels of combining quantitative and land layout implementation framework, and puts forward the green foundation can be applied to different scale facilities planning strategies to optimize the whole system of green space in urban and rural areas, and for the new urbanization planning and implementation of green infrastructure, long-term management strategies put forward and maintenance.
