旧城改造项目管理模式研究

【摘要】:旧城是城市发展及蔓延的产物,旧城因为其沉淀了城市的历史与文化而成为城市的精华所在。但是,伴随着城市化进程的快速发展,旧城所呈现的问题也日益突出,旧城区的基础设施,规划及居住环境等已经不能适应城市经济发展的需要,如何有效的改造旧城是目前中国城市发展面临的重要课题。而如何对旧城改造项目进行管理则是旧城改造的关键所在。 论文以国内主要大中城市的旧城区改造作为主要研究对象,针对旧城改造模式及其改造过程中的项目管理模式进行了较为深入的研究。首先,基于我国旧城改造原动力的不同,对不同类型旧城项目改造模式的特殊问题以及成因进行了深入分析,并对旧城改造模式进行了分类研究。其次,对旧城改造模式研究后发现,旧城改造项目成功的核心在于能否满足所有项目参与者的利益诉求,而满足其利益诉求的手段就是构建有效的协调机制。由此本文提出并尝试性构建了基于利益相关者协调机制的旧城改造项目管理模式。之后提出了对该模式的协调度测评方法,构建了协调度计算模型,并且以实例予以论证。本文主要的研究内容如下: 第一、讨论了旧城改造项目管理模式。对项目管理,工程项目管理,旧城改造项目管理等基本概念进行了界定,同时在对国外旧城改造相关经验研究和项目管理模式相关基础理论研究的基础上,尝试性的构建了旧城改造项目管理模式的框架体系。为系统的研究旧城改造模式,构建旧城改造项目管理模式搭建了平台。 第二、基于改造动力的不同对旧城项目改造模式进行了分类研究。本文在对旧城改造系统研究及总结的基础上,一是提出根据旧城改造项目的改造动力不同分为住宅区项目、商业旅游区项目,并分别进行了研究。二是提出了旧城项目改造模式建议,认为旧城改造因最终的改造成果及利益诉求的不同,需要在平衡好利益相关者诉求的基础上进行改造。三是系统的分析了每个类别改造模式的特点,,为后续构建项目管理模式提供理论依据。 第三、提出了旧城改造项目利益相关者协调机制的项目管理模式并进行了尝试性构建。该模式首先基于旧城改造项目全生命周期对利益相关者进行了充分界定,突破了对利益相关者研究仅局限在政府、开发商和拆迁户三个大类的情况。其次,建立了旧城改造利益相关者协调机制,分别对旧城改造核心层利益相关者和边缘层利益相关者构建了不同的协调机制。最后,对旧城改造项目管理模式的有效运行提出了保障体系。旧城改造项目管理的运行是一个庞大并且系统的工程。论文提出的保障体系在微观和宏观层面保证了项目操作过程中的科学性和完备性。在过程保障体系中提出了时间空间的科学配置、资源的科学配置和组织架构的科学配置,以及构建合作伙伴关系、合约商务策略和风险管理三个策略手段。责任保障体系主要包括社会责任、管理责任、合约责任,从宏观层面上保证了项目管理三大目标的平衡统一实现。 第四、构建了管理模式的评价模型。该评价模型将和谐理论中和谐度与协同学理论中协同度的测量原理及方法相结合,定义了旧城改造项目利益相关者协调度的概念,建立了旧城改造项目利益相关者协调度评价模型,对其进行了评价与分析,并提出优化措施。应用协调度评价模型,可对项目利益相关者间的合作关系进行有针对性的优化,以使之由无序向有序发展,达到协同状态,从而促进项目的成功。
[Abstract]:The old city is a city development and spread of the old product, because of its historical and cultural city and become the essence of the city. However, with the rapid development of city urbanization, the old city has problems have become increasingly prominent, the infrastructure of the old city, planning and living environment has been unable to meet the needs of city economy the development and transformation of the old city of how effective is an important task facing the development of Chinese city. But how about the transformation of the old city project management is the key to the transformation of the old city.
The old city transformation to the domestic large and medium-sized city as the main research object, aiming at the transformation of the old model and the transformation process of the project management mode are studied. First of all, China's transformation of the old city driving force based on the different special problems of different types of the old city project of transformation mode and the causes of in-depth analysis the renewal pattern for the classification. Secondly, found on the mode of transformation of the old city, the old city reconstruction project success is the core to meet the interests of all participants, and meet the demands of interests means is to build an effective coordination mechanism. This paper puts forward and try to build the old city reconstruction project management mode of coordination based on the mechanism of stakeholders. Then puts forward the method of the coordination degree evaluation model, establishes a model to calculate the coordination degree, and The main contents of this paper are as follows:
First, the old city reconstruction project management. The project management, project management, project management and other basic concepts of the transformation of the old city were defined, and relevant experience in the transformation of research and project management mode of foreign related city based on the study of basic theory, attempts to construct a framework of urban redevelopment project management mode. For researching the system renewal pattern, construction of urban redevelopment project management mode to build a platform.
Second, the reconstruction of the power of different classified research on the old city reconstruction project. Based on the model based on the transformation of the old system and Study on the basis of summing up, one is put forward according to the dynamic transformation of urban renewal projects is divided into residential projects, commercial projects and tourism area, were studied respectively. The two is to put forward the project of the old city the transformation mode is proposed, that is different because of the transformation of the old city transformation achievements and interests of the final need based on balance interest demands on the transformation. Three is the systematic analysis of the characteristics of each category of transformation mode, and provide a theoretical basis for the subsequent construction of the project management mode.
Third, the old city reconstruction project stakeholder coordination mechanism of project management mode and try to construct the model. Based on the whole life cycle of the old city reconstruction project stakeholders are fully defined, a breakthrough on the study of stakeholders is limited to the government, developers and residents of three kinds of situation secondly, established a coordination mechanism for the transformation of the old city stakeholders, are related to the transformation of the old city core stakeholders and stakeholders to build the edge layer of different coordination mechanisms. Finally, the effective operation of the old city reconstruction project management mode of the proposed security system. The old city reconstruction project management operation is a huge system and the paper put forward the security system engineering. To ensure the operation of the project in the process of scientific and completeness in the micro and macro level. In the proposed security system in process Scientific allocation of space between science, scientific allocation of resources allocation and organization structure, and the construction of partnership contract business strategy and risk management strategy. The three liability insurance system mainly includes social responsibility, responsibility, obligation, from the macro level to ensure the implementation of unified balance three objectives of project management.
Fourth, construct the evaluation management model. Combining the evaluation model of harmonious theory of harmonious degree and the theory of synergetics model with degree measurement principle and method, defines the concept of stakeholder coordination degree of urban renewal projects, coordination evaluation model established urban redevelopment project stakeholders, the the evaluation and analysis, and put forward the optimization measures. Coordination evaluation model can be applied to project stakeholders in the cooperation between the targeted optimization, in order to make it from disorder to orderly development, to achieve synergy, so as to promote the success of the project.
