新增建设用地和户籍人口挂钩的政策建议及作用、效果预计

【摘要】：改革开放以来,我国的城镇建设用地增长速度快于城镇人口增长速度、常住城镇人口增长速度快于城镇户籍人口增长速度,这些特征反映出土地利用效率较低、社会二元结构分化。从公共服务的角度,城镇户籍人口能享受的社会福利高于当地非户籍人口,等于压低了土地城镇化的成本,刺激土地需求,降低土地利用效率现提出新增建设用地指标和户籍人口迁移挂钩的政策建议,并从迁入地、迁出地、迁移人、中央政府的角度分析了该项政策的作用、效果和风险。在当前政府财权和事权框架下,该项政策的实施难度不大,具有节省土地资源、促进社会公平的双重、良性效应。
[Abstract]:Since the reform and opening up, China's urban construction land growth rate is faster than the urban population growth rate, the permanent urban population growth rate is faster than the urban household registration population growth rate, these characteristics reflect the low efficiency of land use. From the perspective of public services, urban residents can enjoy higher social welfare than local non-registered residents, which is equivalent to reducing the cost of land urbanization and stimulating land demand. Reduce the efficiency of land use now put forward the new construction land indicators and household registration population transfer linked policy recommendations, and from the point of view of moving in, moving out, moving people, the central government analyzed the role of the policy. Effect and risk. Under the frame of the current government financial power and administrative power, the implementation of this policy is not difficult, it has the dual and benign effect of saving land resources and promoting social equity.
