低碳视角下的城市新区规划策略研究

【摘要】：进入二十一世纪以来，气候变化给人居环境建设带来了挑战。城市既是发展的聚集地，又是减缓碳排放的关键，现行的城市规划思维方式开始向低碳生态化转变，低碳城市规划理论和建设的实践已成为诸多城市问题中国际社会关注的焦点。其核心思想在于转变城市发展的传统方式，通过城市空间的低碳化转型规划布局和产业体系的低碳化等方法，发展低碳经济，，构建低碳生活。最终实现经济社会发展质的变化。我国现在处于快速城市化阶段，面临着发展和转型的双重压力。新区建设作为解决城市发展中面临的问题、实现城市空间结构转型、提升城市竞争力的重要途径，在各地广泛展开。各地新区发展纷纷提出以生态、低碳为目标。随着城镇化进程的推进，城市规划的方法也不断更新，此时对城市新区低碳规划手法进行理论和实证研究恰逢其时。本研究遵循“现状背景——深入研究——提出结果”的技术路线，展开理论和实践探索。首先探讨了中国快速城镇化进程、城市规划方法的变革、全球气候变化问题；对研究所涉及的一些基本概念进行了内涵界定并提出研究框架。其次，对国内外有关低碳城市规划、城市新区的理论和实践进行综述和比较研究，讨论低碳新区建设在我国的发展现状及存在的问题。最后，提出低碳视角下的新区规划策略，这也是本文的核心研究成果。为论证前文所提出策略的可行性和有效性，文章选取广安市枣山新区总体规划作为案例，分析其现状存在的问题，并从生态格局控制、空间布局、交通规划和产业构建等方面提出相应规划对策。论文的最后，对前文研究内容做出总结，说明其存在的问题和不足，且为进一步的研究指明方向。
[Abstract]:Since 21th century, climate change has brought challenges to the construction of human settlements. Cities are not only the focus of development, but also the key to reduce carbon emissions. The current urban planning mode of thinking began to change to low-carbon ecological. The theory and practice of low-carbon city planning have become the focus of attention of the international community in many urban problems. Its core idea is to change the traditional way of urban development. Through the urban space low-carbon transition planning layout and industrial system of low-carbon and other methods to develop low-carbon economy. The construction of low-carbon life and ultimately to achieve qualitative changes in economic and social development. China is now in the stage of rapid urbanization, facing the dual pressure of development and transformation. The construction of new areas as a solution to the problems faced in urban development. The important ways to realize the transformation of urban spatial structure and enhance the competitiveness of the city are widely spread in various places. The development of new districts around the region has put forward the goal of ecology and low carbon. With the advancement of urbanization process. The methods of urban planning have been updated constantly, and it is timely to carry out theoretical and empirical research on low-carbon planning techniques in new urban areas. This study follows the technical route of "current situation background-in-depth study-put forward results", and carries out theoretical and practical exploration. Firstly, it discusses the process of rapid urbanization in China and the reform of urban planning methods. Global climate change issues; Some basic concepts involved in the study were defined and the research framework was put forward. Secondly, the theory and practice of low-carbon urban planning and urban new area were summarized and compared. This paper discusses the present situation and existing problems of the construction of low carbon new area in China. Finally, it puts forward the planning strategy of the new area from the perspective of low carbon, which is also the core research result of this paper. In order to prove the feasibility and effectiveness of the strategy put forward above, this paper selects the overall planning of Zaoshan New District of Guangan City as a case, analyzes the problems existing in its present situation, and from the ecological pattern control, spatial layout. Traffic planning and industrial construction and other aspects of the corresponding planning countermeasures. At the end of the paper, the author summarizes the previous research content, explains its problems and shortcomings, and points out the direction for further research.
