综合项目交付模式的激励池分配决策

【摘要】:综合项目交付模式(Integrated Project Delivery,IPD)是近年来工程建设行业的一种新兴交付模式。该模式通过有效的结合建筑信息模型技术,借助于工程项目各参与方的早期介入、相互信任、共同决策、风险共担、利益共享等相关机制来提高工程项目从立项、设计到施工的全生命周期的绩效,进而全方位、立体化的达到工程项目管理过程的目标。在IPD项目交付模式的实施过程中,如何有效地解决各参与方对项目风险的分担以及对共享收益的分配问题一直是阻碍该模式广泛应用的最大瓶颈,也是IPD交付模式能否在建设工程项目中顺利实施的关键所在。激励池制度的应用,很好地解决了这样的问题。但是,在IPD项目激励池的建立中,如何量化激励池的规模大小以及各参与方按照何种比例来分配激励池中的共享收益一直是IPD项目实施过程中争论的焦点。本文通过一系列的数学模型以及最优化求解,从定量化的角度给予了IPD项目激励池建立以及分配的合理决策方式。结合最大熵理论,将项目伊始有限的已知条件结合进去,得到IPD项目各参与方效用值与激励池规模的大小的函数关系,从而为应用累积前景理论求解项目激励池的最佳大小奠定了基础。接下来,本文应用不对称Nash协商模型,通过最大化各方效用值得到IPD项目各参与方在激励池中应该分得的比例的均衡解。最后,通过对实际算例的分析,给出了上述方法的实际应用过程,并根据得到的IPD项目激励池规模以及各参与方分配比例的结果进行讨论,给出应用IPD项目交付模式的合理化建议。本文的理论与现实意义主要在于对IPD项目交付模式风险分担与利益分配的过程给出了具体的可视化方法,不论是对于政府监管部门、业主、承包商以及第三方单位都给出了其自身在IPD项目交付模式中承担的风险系数以及利润分配比例,对工程实践过程中IPD交付模式合同的签订以及共同决策的顺利开展给出了定量化的依据。
[Abstract]:Integrated Project delivery model (IPD) is a new delivery mode in the engineering construction industry in recent years. This model is based on the effective combination of building information model technology, the early involvement of the participants in the project, mutual trust and common decision-making. Risk sharing, benefit-sharing and other related mechanisms to improve the project from the project, design to the construction of the entire life cycle performance, and then all-round, Achieve the objectives of the engineering project management process. In the implementation of the IPD project delivery model, How to effectively solve the problem of risk sharing among participants and the allocation of shared benefits has been the biggest bottleneck that hinders the wide application of the model. It is also the key to the successful implementation of IPD delivery mode in construction projects. The application of incentive pool system solves this problem very well. However, in the establishment of IPD project incentive pool, How to quantify the size of the incentive pool and what proportion of participants to allocate the shared income in the incentive pool has always been the focus of controversy in the implementation of the IPD project. This paper is based on a series of mathematical models and optimization solution. From the point of view of quantification, this paper gives a reasonable decision way for the establishment and allocation of IPD project incentive pool, and combines with the maximum entropy theory to combine the known conditions which are limited at the beginning of the project. The functional relationship between the utility value of each participant of IPD project and the size of the incentive pool is obtained, which lays a foundation for solving the optimal size of the incentive pool by applying the cumulative foreground theory. Then, the asymmetric Nash negotiation model is applied in this paper. By maximizing the utility of all parties, it is worth getting the equilibrium solution of the proportion that each participant in the IPD project should get in the incentive pool. Finally, through the analysis of practical examples, the practical application process of the above method is given. Based on the results of the scale of the incentive pool and the proportion of participants in the IPD project, The theoretical and practical significance of this paper is mainly to give a concrete visualization method for the process of risk sharing and benefit distribution in IPD project delivery mode, regardless of whether it is for the government supervision department. The owner, contractor and third party give their own risk factor and profit distribution ratio in the IPD project delivery model. The quantitative basis for the signing of IPD delivery model contract and the smooth development of common decision in engineering practice are given.
