南宁市兴工标准厂房项目开发风险管理研究

【摘要】:十二五以来,南宁市加快了工业发展的步伐,提出了“工业强市、产业旺市”的战略目标。2014年3月市政府办公厅下发了关于《印发南宁市2014年标准厂房建设实施方案的通知》(南办发[2014]17号),并制定了一系列的配套优惠政策,鼓励标准厂房的发展,提出了到2015年3月底前在全市各县区开发区完成新建180万平方米标准厂房的目标,目前,多数项目已开工建设。因此,研究南宁市标准厂房建设项目存在的风险以及规避措施,具有现实意义。本文以其中一个具体的项目——兴工标准厂房项目为研究对象进行相关的风险研究。本文基于项目风险管理的基础理论,首先根据SWOT分析法,分析项目存在的各种挑战,机遇和项目中未被发现的优缺点。其次通过头脑风暴法对兴工标准厂房项目开发存在的风险进行了识别。研究发现,在项目开发风险的基本要素主要有政策风险、社会风险、工程风险、经营风险、市场风险等六大类22项风险因素。采用专家打分法对这六大类22小项风险因素进行风险评估,得出的结果是,南宁市兴工标准厂房项目开发的风险主要集中在政策和经营管理上,以城市规划调整、管理不善和开发经验不足等风险的影响最大;其次是工程风险和市场风险,以工期变动和市场波动等风险为主。只要有效规避和减少这几方面的关键风险,项目才能顺利启动和实施。在此基础上,根据风险的大小和概率逐一进行控制分析,以期将可能出现的风险降的概率到最低,最大程度避免或减少风险产生后对项目带来的损失。
[Abstract]:Since the 12th Five-Year Plan, Nanning has quickened the pace of industrial development, putting forward the "strong industrial city," On March 2014, the General Office of the Municipal Government issued a notice on the issuance of the implementation Plan for the Construction of the Standard Factory Building in Nanning on 2014 (South Office [2014] No. 17), and formulated a series of supporting preferential policies. To encourage the development of the standard factory building, the goal of completing the construction of the new 1.8 million square meters standard factory building by the end of March 2015 in the development zones of all counties and districts of the city has been put forward. At present, most of the projects have already started construction. The paper studies the risk and evading measures of the standard factory building project in Nanning. It is of practical significance. This paper takes one of the concrete project, the standard factory building project, as the research object to carry on the related risk research. Based on the basic theory of project risk management, firstly, according to the SWOT analysis method, This paper analyzes the challenges, opportunities and undiscovered advantages and disadvantages of the project. Secondly, it identifies the risks in the development of the standard factory building by brainstorming. The basic elements of project development risk include policy risk, social risk, engineering risk, management risk, market risk and other six kinds of risk factors. The expert scoring method is used to assess the risk of these six categories of 22 minor risk factors. The results are as follows: the risk of developing standard factory building in Nanning is mainly focused on policy and management, with the greatest impact on urban planning adjustment, poor management and insufficient development experience. Secondly, the project risk and market risk, such as time limit change and market fluctuation, are the main risks. Only by effectively avoiding and reducing these key risks, can the project be started and implemented smoothly. According to the size and probability of risk control analysis is carried out one by one in order to reduce the probability of possible risk to the lowest and to avoid or reduce the loss of the project after the risk is produced to the maximum extent.
