【摘要】:构建生态安全格局,对贯彻保护优先的指导思想具有重要意义。水安全格局作为构成生态安全格局的重要格局,对保障水生态系统服务功能,维护水安全具有重要意义,对生态安全格局中其他安全格局的构建具有指导意义。在此背景下,本文在研究生态安全格局构建理论与方法的基础上,以阿城区为研究对象,以构建阿城区水安全格局为目的,针对阿城区现有水安全问题构建水安全评价体系,并在评价结果的基础上提出阿城区水安全格局规划导则。本文在对阿城区现有水安全现状分析的基础上,基于雨洪灾害风险性评价、水质敏感性评价与水生境适宜性评价的相关理论研究对评价指标进行选取;在DPSIR评价模型的基础上建立水安全评价体系;运用专家打分法与AHP评价法,从雨洪、水质与水生境三个方面运用Arc GIS技术对阿城区水安全进行评价,并叠加得到综合水安全评价结果。通过研究,本文根据评价结果,从宏观到微观,分别以达到阿城区雨洪安全、水质安全与水生境安全为目标提出规划导则,并分别以流域尺度的单一安全格局为上位条件,给出了河流廊道规划导则与起到关键作用的湿地规划措施。并针对单一安全格局叠加形成的综合水安全格局,从流域尺度与河流廊道尺度提出规划导则。本文旨在从防洪排涝与生态保护与发展的角度去构建科学合理的水安全格局并提出规划导则,以达到保护、维护、保障及恢复水生态系统服务功能的目的。
[Abstract]:The construction of ecological security pattern is of great significance to the implementation of the guiding ideology of priority protection. As an important pattern that constitutes ecological security pattern, water security pattern is of great significance to ensure the service function of water ecosystem and maintain water safety. It is of guiding significance for the construction of other security patterns in the ecological security pattern. Under this background, based on the study of the theory and method of constructing the ecological security pattern, this paper takes Acheng District as the research object. In order to construct the water safety pattern in Acheng District, the water safety evaluation system is constructed for the existing water safety problems in Acheng District. Based on the evaluation results, the planning guidelines for water safety patterns in Acheng District are put forward. Based on the analysis of the present situation of water security in Acheng District, the risk assessment of rainwater and flood disasters is carried out in this paper. Theoretical study on sensitivity Assessment of Water quality and suitability of Water Habitat; on the basis of DPSIR evaluation model, water safety evaluation system was established; expert scoring method and AHP evaluation method were used to evaluate water quality; Three aspects of water quality and water habitat are used to evaluate the water safety of Acheng district by Arc GIS technique, and the results of comprehensive water safety evaluation are obtained by superposition. According to the evaluation results, the paper achieves rain and flood safety in Acheng district from macro to micro, respectively. Planning guidelines for water quality safety and water habitat safety are put forward, and the single security pattern on watershed scale is taken as the upper condition respectively. The guidelines for river corridor planning and the key wetland planning measures are given, and the comprehensive water security pattern formed by the superposition of a single safety pattern is presented. The purpose of this paper is to construct a scientific and reasonable water security pattern from the point of view of flood control, drainage and ecological protection and development, and to put forward planning guidelines to achieve protection and maintenance. The purpose of protecting and restoring the service function of water ecosystem.
