BOT模式投资建设的基础设施项目评价研究

【摘要】:改革开放以来,我国基础设施建设发展迅速,但由于政府资金的不足等多方面原因,以BOT为融资模式的投资建设方式已经成为基础设施建设不可或缺的重要支撑。然而,BOT模式下投资建设的基础设施项目建设项目投资数额巨大、投资回收期较长、其中的不确定指标较多、易受到国家经济政策的影响。所以,如何在投资建设前科学合理的评价一个BOT模式下投资建设的基础设施项目成为一个迫切需要解决的问题。 首先,本文针对国内外BOT模式下投资建设的基础设施项目评价的评价模型,从评价的对象、评价指标体系构建、评价方法等方面进行了深入的分析,在此基础上,找出了我国在BOT模式下投资建设的基础设施项目评价中存在的主要问题。 其次,针对评价对象主客观混淆这一问题将传统的评价对象分为了项目公司能力和项目吸引力,从主观和客观两个角度去评价是否参与投资建设一个以BOT为融资模式的基础设施项目,给予评价者另一种评价视角,为评价指标体系构建提供了整体框架。 再次,针对BOT模式下投资建设的基础设施项目评价指标体系不统一的问题,通过问卷调查法,请7个领域的专家和学者对总结出的BOT模式下投资建设的基础设施项目的46个评价指标进行推荐打分,并经过统计处理和重叠性分析之后,最终确定了23个评价指标,构建了评价指标体系。 然后,针对现有的评价模型步骤繁琐、评价方法数学计算量大、对评价结果的分析能力不足等问题进行了评价模型的构建。模型中运用了聚合函数、价值函数并针对综合评价结果提供了值域区间、敏感度分析、横向对比和危险预警四项分析。聚合函数的使用,和传统方法相比,降低了数学计算的复杂程度;而价值函数的使用在简化计算的同时实现了定性与定量的结合;基于价值函数的综合评价结果分析则为评价者提供了更加全面的参考信息。 最后,以某BOT项目为例进行评价,得出了评价数据并以此为基础进行分析和对比,客观的说明了评价模型在计算和分析中的优势,从而在解决了传统评价模型存在的问题的同时,为BOT模式下投资建设的基础设施项目评价提供了一种新的方法。
[Abstract]:Since the reform and opening up, infrastructure construction in China has developed rapidly, but due to the shortage of government funds and other reasons, The investment and construction mode with BOT as the financing mode has become an indispensable and important support for the infrastructure construction. However, the investment amount of the infrastructure project in the bot mode is huge, and the payback period of the investment is longer. There are many uncertain indexes, which are easily influenced by national economic policies. Therefore, how to scientifically and reasonably evaluate the infrastructure projects under the BOT model before investment construction becomes an urgent problem to be solved. First of all, this paper analyzes the evaluation model of infrastructure project investment and construction under the BOT model at home and abroad, from the aspects of evaluation object, evaluation index system construction, evaluation method and so on. This paper finds out the main problems existing in the evaluation of infrastructure projects in China under the BOT mode. Secondly, the traditional evaluation object is divided into project company ability and project attraction. From the subjective and objective angles to evaluate whether or not to participate in the investment and construction of an infrastructure project with BOT as the financing model, and to give the evaluator another evaluation perspective, which provides an overall framework for the construction of the evaluation index system. Thirdly, aiming at the problem that the evaluation index system of infrastructure projects under the BOT mode is not uniform, the questionnaire survey method is adopted. Experts and scholars in seven fields were asked to recommend 46 evaluation indicators for infrastructure projects invested in and built under the BOT model, and after statistical treatment and overlap analysis, 23 evaluation indicators were finally determined. The evaluation index system is constructed. Then, aiming at the complicated steps of the existing evaluation model, the large amount of mathematical calculation of the evaluation method, and the insufficient analytical ability of the evaluation results, the paper constructs the evaluation model. The aggregation function is used in the evaluation model. The value function also provides the value range, sensitivity analysis, horizontal contrast and danger warning analysis for the comprehensive evaluation results. The use of aggregation function reduces the complexity of mathematical calculation compared with the traditional method. The use of value function simplifies the calculation and realizes the combination of qualitative and quantitative analysis, and the comprehensive evaluation result analysis based on value function provides more comprehensive reference information for the evaluator. Finally, taking a BOT project as an example, the evaluation data are obtained and analyzed and compared, which objectively illustrates the advantages of the evaluation model in calculation and analysis. Thus, it solves the problems existing in the traditional evaluation model and provides a new method for the evaluation of infrastructure projects under the BOT model.
