公共建筑节能改造的合同能源管理机制的研究

【摘要】:目前我国建筑能耗占全社会总能耗的30%左右,伴随着建筑总量的迅速增长,呈急剧上升趋势。公共建筑面积约为50亿平方米,根据调研数据显示我国公共建筑的能耗水平比普通住宅高5~10倍,甚至10~20倍,因此对公共建筑进行节能改造是事关我国节能事业成败、经济社会发展的重大问题。建筑节能改造的合同能源管理模式在发达国家已经有三十多年的历史,广泛用于公共建筑尤其是政府办公建筑的节能改造。我国自1998年开始通过推广合同能源管理进行建筑物的节能改造,但合同能源管理的优势远未充分发挥。为了推广合同能源管理机制、促进已有公共建筑节能改造、推动我国建筑节能事业的发展,针对福建省公共建筑能耗现状,基于我国合同能源管理机制发展阶段和存在的问题,通过文献分析、国内外对比、调查研究等方法,对合同能源管理机制进行研究。用实例对福建省公共建筑节能改造潜力进行了分析,表明福建省公共建筑的能耗指标超过北京、上海等城市的能耗定额指标,显示了较大的节能潜力。并通过福建省部门公共建筑业主的调查,发现节能改造的资金来源、技术能力、风险保障等都存在问题,而合同能源管理机制的优势刚好能弥补这些不足。通过对我国公共建筑节能改造中合同能源管理机制推广工作中遇到的障碍和实际存在的问题进行具体的分析,存在以下问题:政府配套的法律、法规不健全、政府的经济激励政策力度不强、公共建筑业主节能积极性差、合同能源管理机制项目融资难、渠道少、政府监管部门和行业协会执行能力弱、节能服务公司综合实力不强、节能产业市场准入制度不健全、缺乏第三方机构、市场信息不对称等问题,进一步明确合同能源管理机制在我国公共建筑节能改造中必要性。针对合同能源管理机制存下的问题,提出分别从外部和内部两个方面入手,通过建立公共建筑业主节能动力机制、合同能源管理机制项目融资机制、合同能源管理机制项目风险保障机制、第三方代理机构机制、政府引导服务机制、培养节能服务产业市场机制六个方面提出了改进的措施。本文的研究为合同能源管理在我国公共建筑节能改造中顺利应用,推动我省公共建筑节能改造进程和我国的建筑节能事业做出努力。对于公共建筑的节能改造具有非常实际意义的作用。
[Abstract]:At present, the building energy consumption in our country accounts for about 30% of the total energy consumption of the whole society. With the rapid growth of the total building amount, it has a sharp upward trend. The public building area is about 5 billion square meters. According to the survey data, the energy consumption level of public buildings in our country is 5 or 20 times higher than that of ordinary residential buildings. Therefore, energy saving renovation of public buildings is related to the success or failure of energy conservation in our country. The contract energy management mode of building energy conservation transformation has a history of more than 30 years in developed countries. It has been widely used in the energy saving renovation of public buildings, especially the government office buildings. Since 1998, China has been carrying out the energy saving transformation of buildings through the promotion of contract energy management. However, the advantages of contract energy management are far from being brought into full play. In order to promote the mechanism of contract energy management, to promote the energy-saving transformation of existing public buildings and to promote the development of building energy conservation in China, aiming at the present situation of energy consumption of public buildings in Fujian Province, Based on the development stage and existing problems of China's contract energy management mechanism, through literature analysis, comparison at home and abroad, investigation and research methods, This paper studies the mechanism of contract energy management, analyzes the potential of energy-saving transformation of public buildings in Fujian Province with an example, and shows that the energy consumption index of public buildings in Fujian Province exceeds the energy consumption quota index of cities such as Beijing and Shanghai. This shows that there is a great potential for energy conservation. Through the investigation of the owners of public buildings in Fujian Province, it is found that there are problems in the sources of funds, technical capabilities, risk protection and so on for the energy-saving transformation. The advantages of the contract energy management mechanism can make up for these shortcomings. Through the analysis of the obstacles and problems in the promotion of the contract energy management mechanism in the energy-saving transformation of public buildings in China, There are the following problems: the government's supporting laws and regulations are not perfect, the government's economic incentive policy is not strong, the public building owners' enthusiasm for energy conservation is poor, the contract energy management mechanism project financing is difficult, the channels are few, Government regulators and trade associations have weak executive power, energy saving service companies are not strong, market access systems for energy-saving industries are not perfect, lack of third party institutions, market information asymmetry, and so on. To further clarify the necessity of the contract energy management mechanism in the energy-saving transformation of public buildings in China. In view of the problems existing in the contract energy management mechanism, the paper puts forward two aspects, external and internal, respectively. Through the establishment of public building owners energy conservation power mechanism, contract energy management mechanism project financing mechanism, contract energy management mechanism project risk protection mechanism, third party agency mechanism, government guidance service mechanism, In this paper, the author puts forward six measures to improve the market mechanism of energy conservation and service industry. The purpose of this paper is to study the successful application of contract energy management in the energy-saving transformation of public buildings in China. It is of great practical significance to promote the process of energy-saving transformation of public buildings in our province and the cause of building energy conservation in our country.
