国家投资工程建设项目跟踪系统范围与风险管理

【摘要】：现代电子信息技术的不断发展,使工程建设项目管理系统得以实现信息化、网络化,各种面向道路、桥梁、大型水利等的工程项目管理软件也层出不穷。但是随着国家投资工程建设项目数量的不断增多和规模不断增大,以及政府履行其工程项目监管职能的需要,迫切需要研发一种以政府为主导的,面向各个部门和项目承包商的,多任务协同管理的,一体化流程化设计的国家投资工程建设项目跟踪系统。该系统可以提供一个虚拟平台,实现政府对各个项目的审批、招标和动态监管等职能。本论文以国家投资工程建设项目跟踪系统为主要研究对象,对其进行管理与分析,以期对现有系统项目管理模式进行诊断式治疗,分析问题,提出对策。本文首先对该项目的背景进行了论述,同时对国内外研究现状进行了综述。目前国内外相关研究不少,但是针对性研究不多。国家投资工程建设项目跟踪系统在设计、开发、运行和维护方面有自己的特点,需要进行细致分析。本文提出了对国家投资工程建设项目跟踪系统管理与分析的相关理论。主要从跟踪的范围研究、跟踪的方式创新、跟踪的效果控制三个方面进行了阐述。实际上这三者之间互相关联,并不独立。同时,本文并未拘泥于理论,而是灵活运用。三者之间相互管理,互相穿插、呼应。随后,本文重点对国家投资工程建设项目跟踪系统进行了范围研究。从项目章程、项目范围说明书、项目工作分解结构WBS三个维度进行了描述。在项目核实的基础上,本文设计了变更管理控制系统,并对其运行效果进行了分析,着重进行了风险控制的设计。在此过程中,本文对利害关系者进行了分析,辨明其对风险管理的影响。在区分了整体风险和技术风险后,提出了风险应对的措施。本论文研究成果对国家投资工程建设项目跟踪系统的项目管理研究具有一定的参考意义。
[Abstract]:With the continuous development of modern electronic information technology, the engineering construction project management system can realize information, network, all kinds of road-oriented, bridge, Large water conservancy and other engineering project management software also emerge in endlessly. However, with the increasing number and scale of national investment project construction projects, and the need for the government to perform its project supervision function, There is an urgent need to develop a government-led, multi-task, collaborative, multi-task and process-oriented tracking system for national investment projects and construction projects, oriented to various departments and project contractors. The system can provide a virtual platform. This paper takes the national investment project construction project tracking system as the main research object, carries on the management and the analysis to the government to each project examination and approval, the bidding and the dynamic supervision and so on. In order to carry out diagnostic treatment, analyze problems and put forward countermeasures to the existing system project management mode, this paper first discusses the background of the project, and summarizes the current research situation at home and abroad. At present, there are a lot of related researches at home and abroad. However, there are few targeted studies. The national investment project construction project tracking system has its own characteristics in design, development, operation and maintenance. This paper puts forward the related theories of the management and analysis of the national investment construction project tracking system, mainly from the scope of the tracking research, the way of tracking innovation, In fact, these three aspects are interrelated and not independent. At the same time, this paper is not restricted to theory, but flexible application. This paper focuses on the scope study of the national investment project construction project tracking system. It describes the three dimensions of the project charter, the project scope statement and the project work decomposition structure (WBS). In this paper, the change management control system is designed, and its operation effect is analyzed, especially the risk control design. In this process, the stakeholders are analyzed. After distinguishing the overall risk and the technical risk, the paper puts forward the measures to deal with the risk. The research results of this paper have certain reference significance for the project management research of the national investment project construction project tracking system.
