基于需求导向的南京市鼓楼区养老服务设施规划研究

【摘要】：随着人口老龄化的加剧，老年人对于养老服务的需求日益增长。家庭小型化的出现导致传统的家庭养老功能弱化，老年人对社会养老设施的依赖性越来越大。养老服务设施是一类非常重要的公共服务设施，它配建的目的是满足老年人基本的日常生活照顾，给老年人提供一个比较舒适的养老环境。而目前我国社会养老服务体系刚刚处于起步阶段，各方面还不够完善，，供需矛盾突出。鼓楼区位于南京市的核心区域，用地资源比较紧张，面临养老服务设施不足与老年人养老需求旺盛的问题，本研究依托《南京市鼓楼区总体规划（2013-2030）》，以鼓楼区为研究对象，重点分析南京市鼓楼区养老服务设施存在的主要问题，提出相应的对策，对完善鼓楼区养老服务体系具有较强的实践意义，并为其他地区、其他城市的养老设施规划提供参考。本文首先界定了相关概念，研究了国内外学者对养老需求和养老模式的见解以及发达国家养老服务设施的发展状况，并对鼓楼区老年人口和养老服务设施现状情况进行了详细的分析。通过相关部门政策文件的整理、主要规范标准的解读、上位和相关规划的整理及其他主要城市标准的横向比较分析，总结其养老方面存在的主要问题。接着，通过现场踏勘、个案访谈、问卷调查等形式，了解鼓楼区老年人的养老需求，提出社区养老供不应求和机构养老供需错位这两个主要问题。在此基础上论文提出了鼓楼区养老服务的总体目标和基本原则，构建了鼓楼区养老服务设施体系，然后通过模型的研究方法对养老服务设施进行了规划布局，并将挹江门街道作为典型案例进行实证研究。由于行政区划带来的数据统计困难以及笔者有限的专业素养，本文研究方法和结论均有待完善，希望以后能够对这一专题进行更加深入的研究。
[Abstract]:With the aggravation of the aging population, the demand for old-age services is increasing day by day.The appearance of family miniaturization leads to the weakening of the traditional family pension function, and the elderly rely more and more on the social endowment facilities.The old-age service facilities are a kind of very important public service facilities. The purpose of its construction is to meet the basic daily care of the elderly and to provide a more comfortable environment for the elderly.At present, China's social pension service system is just in its infancy, all aspects are not perfect, and the contradiction between supply and demand is prominent.The Gulou District is located in the core area of Nanjing City, the land resources are relatively tight, and faced with the problems of inadequate old-age service facilities and the strong demand for the aged, this study relies on the "Nanjing Drum Building District Master Plan 2013-2030)", taking the Drum floor area as the research object.This paper analyzes the main problems existing in the old-age service facilities in the Gulou District of Nanjing, and puts forward the corresponding countermeasures, which has a strong practical significance for perfecting the old-age service system in the Gulou District, and provides a reference for the planning of the old-age facilities in other regions and other cities.This paper first defines the relevant concepts, studies the domestic and foreign scholars' views on the demand for the aged and the pension model, as well as the development situation of the old-age service facilities in the developed countries.And the current situation of the elderly population and old-age service facilities in Gulou District is analyzed in detail.Through the collation of the relevant departmental policy documents, the interpretation of the main standard, the arrangement of the upper and related planning, and the horizontal comparison and analysis of other major urban standards, the main problems existing in the old-age care are summarized.Then, through field visits, case interviews, questionnaires and other forms, to understand the needs of the elderly in Gulou District, put forward two main problems: community pension supply exceeds demand and institutional pension supply and demand mismatch these two main problems.On this basis, the paper puts forward the general objectives and basic principles of the old-age service in Gulou District, constructs the old-age service facilities system in the Gulou District, and then plans the old-age service facilities through the research method of the model.And the street as a typical case for empirical research.Due to the statistical difficulties brought by the administrative divisions and the limited professional literacy of the author, the research methods and conclusions of this paper need to be improved. I hope to be able to do more in-depth research on this topic in the future.
