深圳市旧工业区发展单元更新规划研究

【摘要】:新型城镇化背景下,我国城市规模急剧膨胀,城市发展开始面临“无地可用”的困境,而城市中旧工业区在自身结构性衰退、功能性衰退以及外部产业、用地结构调整的双重因素驱动下,开始成为我国城市更新改造的重点对象之一,是城市空间扩展的重要后备资源。 深圳作为我国改革开放的“窗口”,先于国内其他大中型城市遭遇到土地、资源、人口、环境难以为继的严峻形势,而土地资源的紧缺被认为是制约深圳快速发展的最大瓶颈。本文在对国内外旧工业区更新研究与实践历程进行梳理的基础上,总结了我国旧工业区更新的动力机制与存在的问题,认为国外旧工业区更新可为我国旧工业区更新中的更新模式选择、主体利益协调、产业优化升级提供重要的经验借鉴,并结合深圳工业发展和工业用地布局的演变,将其旧工业区更新历程划分为萌芽阶段、缓慢发展阶段、全面发展阶段,深入的分析了不同阶段下深圳旧工业区更新的特点。最后,本文明确了深圳旧工业区发展单元更新规划的规划定位内容框架及规划重点,并构建深圳与传统城市规划相衔接的旧工业区更新规划体系,以有效解决新时期深圳旧工业区更新所面临的一系列问题,最后以笋岗-清水河片区发展单元为例进行实证研究。
[Abstract]:Under the background of new urbanization, the city scale of our country expands rapidly, the city development begins to face the dilemma of "no land available", while the old industrial zone in the city is in its own structural recession, functional recession and external industry.Driven by the dual factors of land use structure adjustment, it has become one of the key objects of urban renewal and transformation in China, and is an important reserve resource for urban spatial expansion.As the "window" of China's reform and opening up, Shenzhen first encountered the severe situation of land, resources, population and environment in other large and medium-sized cities in China. The shortage of land resources is regarded as the biggest bottleneck restricting the rapid development of Shenzhen.On the basis of combing the research and practice of the renewal of the old industrial zones at home and abroad, this paper summarizes the dynamic mechanism and existing problems of the renewal of the old industrial zones in China.It is considered that the renewal of old industrial zones abroad can provide important experience for the selection of renewal mode, coordination of main body interests, optimization and upgrading of industrial areas in China, and combined with the evolution of industrial development and industrial land layout in Shenzhen.The renewal process of the old industrial zone is divided into the budding stage, the slow development stage and the overall development stage, and the characteristics of the renewal of the old industrial zone in Shenzhen under different stages are analyzed in depth.Finally, this paper clarifies the planning orientation content frame and planning key point of Shenzhen old industrial zone development unit renewal planning, and constructs the old industrial zone renewal planning system which links Shenzhen with the traditional city planning.In order to effectively solve a series of problems faced by the renewal of the old industrial zone in Shenzhen in the new period, an empirical study was carried out on the development unit of the Shungang-Qingshuihe region.
