【摘要】：近年来,依托旅游业发展逐渐成为国内小城镇的一种新型发展模式。旅游在给这些小城镇带来发展的同时,对其公共服务设施的建设,尤其是旅游相关的公共服务设施的配置与布局提出新的要求,旅游小城镇原有公共服务设施不完善的配置和不合理的布局现状越来越不适应旅游发展的需要。因此,完善旅游小城镇公共服务设施的合理配置,改善公共服务设施的合理布局,是突破旅游小城镇发展瓶颈的有效途径之一。黑龙江省拥有大量的农场,许多农场依托现代化的农业生产,将农场场部逐渐发展建设成为各具特色的农场小城镇。这些农场小城镇自然环境良好,且现代农业旅游资源丰富。近几年来,为了实现农场小城镇的进一步发展,许多农场小城镇开始尝试发展农场旅游,试图将农场旅游作为除农业生产以外的新的支柱产业,最终实现由单一发展农业生产的普通农场小城镇向农场型旅游小城镇的转变。黑龙江省农场型旅游小城镇是以发展现代农业旅游为依托的特殊类型旅游小城镇。其公共服务设施主要包括了基本公共服务设施和旅游公共服务设施两部分。依托农业生产发展优势,这些农场一般拥有较为完善的的基本公共服务设施,但针对为农场游客提供农场旅游服务的公共服务设施的规划建设缺乏考虑。针对以上这些情况,本文展开了对黑龙江省农场型旅游小城镇公共服务设施规划的研究。首先,本文对从农场型旅游小城镇公共服务设施的分类及配置、农场型旅游小城镇公共服务设施的选址及布局、农场旅游与农场旅游小城镇公共服务设施的关系等方面分别进行相关理论的基础研究,并对国内外优秀的实践案例进行总结和借鉴分析。其次,在相关理论和实践经验的指导下,本文通过选取二龙山农场旅游小城镇、海林农场旅游小城镇和宁安农场旅游小城镇三个典型对象对黑龙江省农场型旅游小城镇公共服务设施的现状进行实地调研、分析和反思,从中总结出黑龙江省农场型旅游小城镇公共服务设施在现状配置和布局上存在的问题,并通过对农场居民与游客行为特点以及对基本公共服务设施和旅游公共服务设施的满意度、需求度的分析,为提出黑龙江省农场型旅游小城镇公共服务设施规划优化策略提供现实依据。最后,针对黑龙江省农场型旅游小城镇公共服务设施存在的问题,结合以上所有分析,提出相应的规划原则,并分别从配置优化、布局优化和实施管理优化三个方面提出规划策略。
[Abstract]:In recent years, relying on the development of tourism has gradually become a new development model of small towns in China.While tourism brings development to these small towns, it puts forward new requirements for the construction of its public service facilities, especially the allocation and layout of tourism-related public service facilities.The imperfect allocation and unreasonable layout of the original public service facilities in small tourist towns are becoming more and more unsuitable for the needs of tourism development.Therefore, one of the effective ways to break through the bottleneck of the development of small tourist towns is to perfect the rational allocation of public service facilities in small tourist towns and to improve the rational distribution of public service facilities.Heilongjiang Province has a large number of farms, many farms rely on modern agricultural production, the farm yard is gradually developed into a small town with its own characteristics.These farm small towns have a good natural environment and are rich in modern agricultural tourism resources.In recent years, in order to achieve the further development of small farm towns, many small farm towns began to try to develop farm tourism, trying to use farm tourism as a new pillar industry in addition to agricultural production.Finally, the transformation from the common farm town to the farm type tourism town is realized.The small town of farm tourism in Heilongjiang province is a special type of small town based on the development of modern agricultural tourism.Its public service facilities mainly include two parts: basic public service facilities and tourist public service facilities.Depending on the advantages of agricultural production development, these farms generally have more perfect basic public service facilities, but the planning and construction of public service facilities for farm tourists to provide farm tourism services is not considered.In view of these conditions, this paper carried out a study on the planning of public service facilities in small farm tourism towns in Heilongjiang Province.First of all, this paper classifies and allocates the public service facilities in the small farm tourism towns, and the location and layout of the public service facilities in the small farm tourism towns.The relationship between farm tourism and public service facilities in small towns of farm tourism is studied in this paper, and the outstanding practical cases at home and abroad are summarized and analyzed.Secondly, under the guidance of relevant theory and practical experience, this paper chooses the small town of Erlongshan farm tourism,Three typical objects of Hailin farm tourism town and Ningan farm tourism small town were investigated, analyzed and reflected on the present situation of the public service facilities of the small farm tourism town in Heilongjiang Province.From this, the problems in the present configuration and layout of public service facilities in small farm tourism towns in Heilongjiang Province are summarized.And through the analysis of the behavior characteristics of farm residents and tourists, as well as the satisfaction degree and demand degree of basic public service facilities and tourist public service facilities,It provides a practical basis for the optimization of public service facilities planning in small farm tourism towns in Heilongjiang Province.Finally, in view of the problems existing in the public service facilities of small farm tourism towns in Heilongjiang Province, combined with all the above analysis, the corresponding planning principles are put forward, and respectively from the configuration optimization,Layout optimization and implementation of management optimization three aspects of planning strategy.
