欧洲智慧城市建设案例研究:内容、问题及启示

【摘要】：2008年国际金融危机后,智慧城市被视为重振经济的重要领域,亦作为提升城市竞争力及解决部分城市发展问题的重要途径。近年来欧洲许多城市都展开了智慧城市的建设活动,在建设过程中面临的诸多问题亟待研究和总结。本文首先对欧洲智慧城市建设案例,特别是对建设要点及其主要内容进行了梳理与分析;在此基础上,对其中的部分智慧城市面临的问题进行了总结;最后,提出了对欧洲智慧城市建设的5点启示:战略规划与内容设计、有限预算与资金来源、政府作用与多方关系、公众参与及弱势群体以及对绿色与可持续的关注,以期为我国智慧城市的建设提供借鉴与参考。
[Abstract]:After the 2008 international financial crisis, Wisdom City is regarded as an important area to revive the economy, as well as an important way to improve the competitiveness of cities and solve some problems of urban development. In recent years, many cities in Europe have carried out the construction of intelligent cities, and many problems in the process of construction need to be studied and summarized. Firstly, this paper summarizes the construction cases of European intelligent cities, especially the key points of construction and their main contents. On this basis, it summarizes some of the problems faced by some of the intelligent cities. Five enlightenments for the construction of intelligent cities in Europe are put forward: strategic planning and content design, limited budget and funding sources, the role of government and multi-party relations, public participation and vulnerable groups, and concern about green and sustainable. In order to provide reference and reference for the construction of intelligent city in our country.
