招远市阳光老年公寓项目风险管理研究

【摘要】:随着近年来我国经济的飞速发展,家庭平均收入有了质的飞跃,居民生活水平也在稳步提升,医疗卫生条件也在不断进步。早在2000年,我国便进入了人口老龄化时期,老年人口在总人口中的比重占的比例越来越高。老龄化问题带来的劳动力短缺、老年人供应问题严重影响到了社会主义和谐社会的建设。随着养老问题的产生,为解决老年人居住、供养问题而建设的老年公寓项目得到了迅速拓展。针对老年公寓项目,国内研究的较少,仅仅将老年公寓作为房地产行业中一个较为特殊的形式进行研究,很少进行全面的风险管理研究。本文结合招远市阳光老年公寓项目,通过对该项目的实地调查,通过德尔菲法识别出了该项目的潜在的所有风险因素,并识别出了影响较大的六个因素。然后对六个主要风险因素进行细分,建立了招远市阳光老年公寓风险的三级指标体系。根据专家打分,通过模糊层次综合评价法对招远市阳光老年公寓存在的风险二级、三级指标进行定量的评价,分析得出对该项目影响较大的风险的排序和总体风险度。最后,根据风险的排序,制定风险控制、自留、转移或规避的解决策略,并针对不同的风险,结合招远市阳光老年公寓项目的实际情况制定各自具体的解决措施。新措施的制定也给招远市阳光老年公寓项目各方提出了更高的要求。招远市阳光老年公寓项目的建设和运营,有助于解决招远市辛庄镇地区老年人供养难的实际问题。本文通过对该项目进行体统的风险管理研究,为项目正常建设和运营提供了管理意见。
[Abstract]:With the rapid development of China's economy in recent years, the average household income has made a qualitative leap, the standard of living of the residents is also steadily improving, and the medical and health conditions are also making continuous progress. As early as 2000, China has entered the aging period, the proportion of the elderly population in the total population is increasing. The shortage of labor force brought by the aging problem and the supply problem of the elderly have seriously affected the construction of a harmonious socialist society. With the emergence of the old-age problem, the project of the elderly apartment has been rapidly expanded to solve the problem of living and supporting the elderly. For the elderly apartment project, the domestic research is less, only take the elderly apartment as a special form in the real estate industry, rarely carry on the comprehensive risk management research. Based on the project of Zhaoyuan Sunshine elderly apartment, this paper identifies all the potential risk factors of the project by Delphi method, and identifies six factors that have a great influence on the project. Then, six main risk factors are subdivided, and the three-level index system of the risk of sunshine elderly apartment in Zhaoyuan city is established. According to the expert score, the risk of the elderly apartment in Zhaoyuan City is evaluated quantitatively by fuzzy hierarchy comprehensive evaluation method, and the ranking of the risk and the overall risk degree which have a great influence on the project are obtained. Finally, according to the ranking of risks, make the solution strategy of risk control, retention, transfer or avoidance, and according to different risks, combined with the actual situation of Zhaoyuan City Sunshine elderly apartment project to formulate their specific solutions. The formulation of new measures to Zhaoyuan City Sunshine elderly apartment project parties put forward higher requirements. The construction and operation of Guang Guang apartment Project in Zhaoyuan City is helpful to solve the practical problem of the elderly in Xinzhuang Town, Zhaoyuan City. This paper provides management advice for the normal construction and operation of the project through the research on the systematic risk management of the project.
