建设项目安全管理体系构建与评价研究

【摘要】：近些年来，建筑业的发展进入了一个新的高度，建筑施工从业人员与日俱增，然而建设项目施工安全状况却不容乐观，安全形势日趋严峻。各类重大安全事故的频发都透露出施工企业在安全管理工作方面存在着很大的缺陷，因此加强企业项目安全管理体系建设对于安全事故预防显得尤为重要。首先，本文综合运用了对比分析、系统分析及理论研究与实证分析相结合的方法，，在学习国内外现有关于安全管理、安全管理体系构建和安全管理体系评价的成果基础上，分析QFD展开步骤，归纳出安全管理体系的十五个要素，结合PDCA循环理论，构建了具有持续改进性能的建设项目安全管理体系，并对该系统的十五个模块进行了详细分析。其次，本文在分析常见系统成熟度模型的基础上，提出了初始、成长、规范、控制和优化五个等级的安全管理体系成熟度理论模型，结合确定的指标体系规定了指标定量测评标准。然后运用熵值法对指标进行赋权，结合集对分析理论建立了安全管理体系评估模型。最后，本文以工程实例为研究对象，通过现场调研，收集一手资料，构建了该项目安全管理体系，通过对该项目安全管理体系实施现状分析，运用安全管理体系评估模型对该项目的安全管理体系成熟度等级进行判定，并提出了相应的改进措施。
[Abstract]:In recent years, the development of the construction industry has entered a new height, construction workers are increasing, but the construction project construction safety situation is not optimistic, the security situation is becoming more and more serious. The frequent occurrence of all kinds of major safety accidents reveals that there are great defects in the safety management of construction enterprises, so it is particularly important to strengthen the construction of project safety management system for the prevention of safety accidents. First of all, this paper synthetically uses the methods of comparative analysis, systematic analysis and theoretical research and empirical analysis, on the basis of studying the existing achievements of safety management, safety management system construction and safety management system evaluation at home and abroad. This paper analyzes the steps of QFD development, induces fifteen elements of safety management system, and combines the theory of PDCA cycle, constructs the safety management system of construction project with continuous improvement performance, and analyzes the fifteen modules of the system in detail. Secondly, based on the analysis of common system maturity models, this paper puts forward five levels of security management system maturity theory model: initial, growing, standardizing, controlling and optimizing. Combined with the determined index system, the quantitative evaluation standard is defined. Then the evaluation model of safety management system is established by using entropy method and set pair analysis theory. Finally, this article takes the engineering example as the research object, through the field investigation, collects the primary data, constructs the project safety management system, through to the project safety management system implementation present situation analysis, The maturity level of the safety management system of the project is judged by using the safety management system evaluation model, and the corresponding improvement measures are put forward.
