基于ISM方法的人防工程建设风险关键因素研究

【摘要】:城市的发展是一个国家现代化文明的标志与体现。作为当今社会的政治、经济、文化中心的城市,其战略地位越来越重要。因此,城市成为当今战争最首先考虑的重点打击对象。城市的防护工作与保卫措施备受关注。人防工程建设对城市防护来说至关重要,是城市安全保障措施的重要一环,在城市防护中具有重要的战略地位和巨大的防护作用。人防工程项目建设是否标准、到位,关系到整个国家的整体发展与国家公民的人身与财产安全。 本文首先利用文献检索方法,对人防工程项目风险管理的理论基础进行论述。随后,以目前人防工程项目风险管理的实际情况为基础,结合专家咨询、头脑风暴、问卷调查等方法,总结出目前14种我国人防工程项目风险因素。在介绍应用原理的基础上,采用ISM方法对人防工程项目14种影响因素进行建模。通过有向图模型与布尔矩阵表对模型进行表达。随后借助计算机软件辅助计算,对人防工程项目风险因素进行深入研究分析,找出模型中的关键风险因素。 通过分析可知,人防工程项目风险管理影响因素收到多方面的影响,既包含了建筑施工过程中的风险,也包含了管理维护的风险。竞价风险是风险管理的基础。人防工程项目的竞价尤其特殊性,,在竞价的过程中,是对人防工程项目建设合作模式的选择,对人防工程风险管理具有导向作用。 我国的人防工程项目风险管理的相关法规目前亟需完善。法律法规是基础,尤其在和平时期,对人防工程项目后期的运营和维护会起到保护与屏障作用,否则建设再好的人防工程项目,管理不好,在特殊需求时期面临的风险反而只增不减。人防工程的风险管理意识需要普及。在和平时期人防工程的作用在逐渐被淡化,人们的人防工程的风险管理意识几乎不存在。在这种情况下,人防工程项目的风险管理更无从谈起。包括风险管理技术与风险决策能力方面,亟需提高。
[Abstract]:The development of a city is the symbol and embodiment of a country's modern civilization. As the political, economic and cultural center of today's society, its strategic position is becoming more and more important. Therefore, the city becomes the most important target of the war. The city's protection and measures have attracted much attention. The construction of civil air defense project is very important to the city protection, and it is an important part of the city security measures. It has an important strategic position and a huge protective role in the city protection. Whether the civil air defense project construction is standard or not is related to the whole development of the whole country and the personal and property safety of the national citizen. This paper firstly discusses the theoretical basis of civil air defense project risk management by literature retrieval method. Then, based on the actual situation of civil air defense project risk management, combined with the methods of expert consultation, brainstorming and questionnaire investigation, this paper summarizes 14 kinds of risk factors of civil air defense project in China. On the basis of introducing the application principle, ISM method is used to model 14 kinds of influencing factors of civil air defense project. The model is expressed by directed graph model and Boolean matrix table. Then, with the aid of computer software, the risk factors of civil air defense project are deeply studied and analyzed, and the key risk factors in the model are found out. Through the analysis we can know that the influencing factors of civil air defense project risk management are affected by many aspects including not only the risk in the construction process but also the risk of management and maintenance. Bidding risk is the basis of risk management. The bidding of civil air defense project is especially special. In the process of bidding, it is the choice of cooperation mode of civil air defense project construction, and it plays a guiding role in the risk management of civil air defense project. China's civil air defense project risk management related laws and regulations need to be improved. Laws and regulations are the basis, especially in peacetime, will play a protective and protective role in the later operation and maintenance of civil air defense projects. Otherwise, no matter how good the civil air defense projects are, they will not be well managed. The risks faced in times of special needs have only increased. The risk management consciousness of civil air defense project needs to be popularized. In peacetime, the role of civil air defense engineering is gradually desalinated, people's awareness of civil air defense engineering risk management almost does not exist. In this case, civil air defense project risk management is more impossible to talk about. Including risk management technology and risk decision-making ability, need to improve.
