厦门市保障性社区公共服务设施配套情况及交通可达性分析

【摘要】:改革开放以来,我国经济持续高速增长,而经济发展的非均衡性,导致我国贫富差距问题日益突出,区域、城乡、行业间的收入差距不断增大。由于收入差异所引起的社会经济地位的差异,使富人过多占有资源、优先占有优质资源,甚至抢夺公共资源和公共服务。然而,公共资源和公共服务占有的非均衡性进一步加剧了低收入群体和高收入群体生活质量上的差距。为了体现公平正义原则,并提供人们生存和发展最基本的公共服务,我国提出了基本公共服务均等化政策,旨在提供均等的服务,最终达到均等的效果。必须要指出,共享改革发展成果的实质是“享受均等”,而“享受均等”的前提便是“供给均等”。 本文选取厦门市保障性社区为研究对象,从交通成本的角度对厦门市保障性社区公共服务设施配置情况进行了实证研究。公共服务设施作为公共服务的空间载体,人们必须以出行作为获取该服务的基本手段,这将进一步涉及到交通方式的选择。不同的交通工具一般在交通成本(出行时间、出行距离)有所差异,进而使人们选择不同的交通工具以满足不同等级规模的服务。由于保障性社区居民主要采用步行、自行车、公交等交通工具,本文将保障性社区的空间划分为三个等级,即步行可达范围、自行车可达范围、以及公交可达范围,利用ArcGIS软件和层次分析法等分析方法,求出了不同交通可达范围内的公共服务设施配置情况。评价方法上,采用了相对性评价和绝对性评价方式,分别评价了保障性社区间公共服务配置的公平程度和保障性社区在整个城市环境内公共服务设施配置的公平程度。这对于实现“宜居厦门”、“幸福厦门”,完善“住房保障的厦门蓝本”,具有重大的现实意义。
[Abstract]:Since the reform and opening up, China's economy has been growing at a high speed, and the imbalance of economic development has led to an increasingly prominent gap between the rich and the poor in China. The income gap between regions, urban and rural areas and industries is increasing. Because of the difference of social and economic status caused by the income difference, the rich people occupy too much resources, preferentially occupy the high quality resources, and even seize the public resources and public services. However, the disequilibrium of public resources and public services further exacerbates the quality of life gap between low-income and high-income groups. In order to embody the principle of fairness and justice and to provide people with the most basic public services for survival and development, China has put forward the policy of equalization of basic public services, aiming at providing equal services and achieving the effect of equality. It must be pointed out that the essence of sharing the fruits of reform and development is "enjoy equality", and the premise of "enjoyment equality" is "equal supply". This paper makes an empirical study on the allocation of public service facilities in the indemnificatory community in Xiamen from the point of view of transportation cost. Public service facilities as the space carrier of public services, people must take travel as the basic means to obtain this service, which will further involve the choice of transportation mode. Different modes of transportation are generally different in transportation cost (travel time, travel distance), which makes people choose different vehicles to meet different levels of service. Because the residents of the indemnificatory community mainly use the means of transportation such as walking, bicycle and public transportation, this paper divides the space of the indemnificatory community into three levels, that is, the range of walking, the range of bicycle, and the range of public transportation. By using ArcGIS software and Analytic hierarchy process (AHP), the allocation of public service facilities in different traffic range is obtained. In terms of evaluation methods, relativity evaluation and absolute evaluation are adopted to evaluate the fair degree of public service allocation between indemnificatory communities and the fair degree of public service facilities allocation in the whole urban environment. This is of great practical significance for realizing "livable Xiamen", "happy Xiamen" and perfecting "Xiamen model of housing security".
