基于城乡统筹的县域土地整治规划研究

【摘要】:20世纪80年代以来,伴随着改革开放的不断深化,市场经济快速发展,城市化进程不断加快,城乡差距逐步扩大。在此背景下中央提出了统筹城乡发展、加快“新农村”建设这一重要举措。如何实现城乡统筹发展、促进新农村建设成为重要课题,土地整治作为链接城市土地和农村土地利用的重要纽带成为了促进城乡统筹发展的重要手段。 土地整治是在土地开发整理的基础上,随着社会经济的发展各类土地利用问题凸显逐步演化过来的,其内涵和外延的都发生了深刻的变化。相应地,土地整治规划的内容也应该在土地开发整理规划基础上进行创新。县级(或者县域)土地整治规划是整个规划体系中最基础的规划,是直接用于指导和规范土地整治活动与土地整治项目的蓝图,各级土地整治规划最终必定通过县域土地整治规划来予以落实。在当前大力实施统筹城乡发展、新农村建设的背景下,土地整治规划势必要结合统筹城乡的要求,抓住新农村建设的契机,通过规划内容与方法的创新,科学合理地开展县域土地整治活动的实施,破解土地利用中的难题。 论文在统筹城乡发展的视角下,研究县域土地整治规划的理论与方法。首先通过对国内外土地整治发展历程梳理,以及新型城镇化与新农村建设对土地整治的影响分析,界定了基于城乡统筹的土地整治的内涵;明确土地整治规划的基本概念及土地整治规划的体系结构,提出了基于城乡统筹的县域土地整治规划的主要编制内容,构建了适应我国国情的基于过程的土地整治规划编制方法;同时论文还提出了基于城乡统筹背景与增减挂钩基础上的土地整治资金筹措与基于生态服务价值模型的土地整治规划方案评价方法。并以湖北省宜都市土地整治规划为例,进行了实证分析。 本文主要有几方面的结论和创新点: 1)在国家尚未颁布土地整治规划编制相关技术规程与标准的情况下,研究土地整治规划问题,研究成果能为国家相关技术标准的制定提供一定的参考与借鉴 2)从城乡统筹的独特视角,研究县域土地整治规划的原则、影响因素、内容与方法体系,能更好地适应现阶段我国城乡统筹发展的现实需要。 3)提出了基于城乡统筹的县域土地整治规划的主要内容,包括城乡用地供需平衡与土地整治潜力测算、城乡建设用地增减挂钩与土地整治项目布局、土地整治资金筹措等;构建了基于过程的县域土地整治规划方法,以及基于生态服务价值的土地整治规划环境效益评价方法。 4)设计了土地整治资金运作新模式。通过对县域土地整治所需资金进行估算,并对资金筹措渠道进行详细分析,解剖现行土地整治资金存在的弊端,提出统筹城乡资金的土地整治资金新模式。
[Abstract]:Since 1980s, with the deepening of reform and opening up, the rapid development of market economy, the process of urbanization is accelerating, and the gap between urban and rural areas is gradually widening. Under this background, the central government put forward an important measure of coordinating urban and rural development and speeding up the construction of "new countryside". How to realize the overall development of urban and rural areas and promote the construction of new rural areas has become an important issue, land renovation as an important link between urban land and rural land use has become an important means to promote the overall development of urban and rural areas. Land renovation is based on land development and consolidation. With the development of social economy, all kinds of land use problems have evolved gradually, and its connotation and extension have undergone profound changes. Accordingly, the content of land renovation planning should be innovated on the basis of land development and arrangement planning. The land regulation planning at the county level (or county level) is the most basic planning in the whole planning system and is the blueprint for guiding and standardizing land renovation activities and land regulation projects directly. Land regulation planning at all levels will ultimately be implemented through county land management planning. Under the background of carrying out the overall planning of urban and rural development and the construction of new countryside, the planning of land renovation must be combined with the requirements of urban and rural areas, seize the opportunity of the construction of new countryside, and innovate through the contents and methods of planning. Scientific and rational implementation of county land renovation activities to solve the problems in land use. From the perspective of urban and rural development, this paper studies the theory and method of county land regulation planning. Firstly, through combing the development course of land regulation at home and abroad, and analyzing the impact of new urbanization and new rural construction on land regulation, the connotation of land regulation based on urban and rural planning is defined. The basic concept of land regulation planning and the system structure of land regulation planning are defined, and the main contents of the county land regulation planning based on urban and rural planning are put forward. The process based planning method of land regulation is constructed to suit the situation of our country. At the same time, the paper also puts forward the evaluation method of land regulation planning scheme based on the combination of urban and rural planning background and increase or decrease, and based on the value model of ecological services. And take the Hubei Province Yidu land regulation plan as the example, carried on the demonstration analysis. The main conclusions and innovations of this paper are as follows: 1) when the state has not promulgated the relevant technical regulations and standards for the preparation of land regulation planning, the problems of land regulation planning are studied. The research results can provide a certain reference and reference for the formulation of relevant national technical standards. 2) from the unique perspective of urban and rural planning, the paper studies the principles, influencing factors, content and method system of county land regulation planning. It can better meet the practical needs of the overall urban and rural development in China at present. 3) the main contents of the county land regulation planning based on urban and rural planning are put forward, including the balance of supply and demand between urban and rural land supply and demand and the calculation of land regulation potential. Urban and rural construction land increase or decrease link with land regulation project layout, land regulation funds, etc.; build a process-based planning method for county land renovation, And the evaluation method of environmental benefit of land regulation planning based on ecological service value. 4) designed a new operation mode of land regulation fund. Based on the estimation of the funds needed for the land regulation in the county area and the detailed analysis of the channels for raising funds, this paper dissects the disadvantages of the current land regulation funds, and puts forward a new model of the land regulation funds for the urban and rural areas as a whole.
