创新驱动的科技城规划研究

【摘要】:在中国开始实施创新驱动发展战略的背景下,科技城作为承载创新活动集中产生的载体,是引领中国自主创新能力提升的重要平台,也将为中国城市转型发展提供示范。本文旨在融合创新理论与城市理论,探索从空间规划角度支撑科技城实现创新驱动发展的基本原理和技术方法。论文系统梳理了创新理论和城市理论的研究进展与国内外科技城发展的实践经验,提出了创新驱动的科技城发展发展演化框架。通过对北京未来科技城和武汉未来科技城的深入调查与国内外其他科技城的综合分析,论文研究了科技城在产业布局、社会组织、空间结构和土地利用等四个方面的发展特征、机制和理想模式。在此基础上,论文提出面向创新驱动的科技城总体规划的编制思路和内容框架,并在规划实例进行了应用。论文的主要结论包括六个方面。1)科技城实现创新和发展主要依赖于五个演化机理:知识创新源、人力资本、嵌入性、创新环境和全球-地方联结;科技城发展具有阶段性,包括政策驱动、投资驱动和创新驱动三个阶段;科技城发展环境需要产业氛围、人才氛围和空间氛围的互动。2)科技城产业布局要点为:加强创新源带动作用、集中布局科技创新服务平台、关联布局相关技术基础企业、弹性布局研究开发生产综合体、分散布局主体间互动交流平台、预留消费者服务业发展空间。3)科技城社会结构特征为:年龄结构年轻化、教育水平两极化、职业构成多样化和收入水平两极化。人才氛围营造需要满足知识型工作者和服务型工作者差异化的服务需求,同时促进阶层间的互动与交流。4)科技城空间结构在经济、社会、信息和规划机制的影响下,呈现出以创新源、知识共享和科技服务功能为核心,专业化创新生产单元和多样化生活服务单元环绕,相关功能组团为外围的空间结构,区别于传统新城和开发区。5)科技城专业化生产方式和多样化生活方式影响各类用地的规模与组合模式,呈现出专业化、混合化和弹性化的新特征。6)科技城总体规划在参与主体、服务重点、基本思路、操作方法和成果特征等方面区别于传统新城规划;科技城总体规划编制重点内容包括科技产业体系的模块化组织,M型社会结构的多元化空间匹配,促进集聚空间效应发挥的技术植入和镶嵌体空间结构,提高土地利用效率的集约混合土地利用模式,集成优化的智慧基础设施和弹性可操作的规划实施引导。
[Abstract]:Under the background of China's implementation of innovation-driven development strategy, science and technology city, as the carrier of centralized innovation activities, is an important platform to promote China's independent innovation capability, and will also provide a model for China's urban transformation and development. This paper systematically combs the research progress of innovation theory and city theory and the practical experience of the development of science and technology city at home and abroad, and puts forward the evolution framework of the development of science and Technology City driven by innovation. Based on the comprehensive analysis of other domestic and foreign science and technology cities, this paper studies the development characteristics, mechanism and ideal mode of science and Technology City in four aspects: industrial layout, social organization, spatial structure and land use. The main conclusions of this paper include six aspects. 1) The innovation and development of the Science and Technology City mainly depends on five evolutionary mechanisms: knowledge innovation sources, human capital, embeddedness, innovation environment and global-local links; the development of the Science and Technology City has three stages, including policy-driven, investment-driven and innovation-driven; and the development environment of the Science and Technology City. The key points of the industrial layout of the Science and Technology City are: to strengthen the driving role of innovation sources, to centralize the layout of scientific and technological innovation service platform, to associate with the layout of related technology-based enterprises, to research and develop flexible layout of production complex, to decentralize the interactive exchange platform between the main layout, and to reserve for the development of consumer services. 3) The social structure of Science and Technology City is characterized by the younger age structure, the polarization of education level, the diversification of occupations and the polarization of income level. Influenced by social, information and planning mechanisms, it presents a space structure with innovative sources, knowledge sharing and scientific and technological service functions as the core, specialized and innovative production units and diversified life service units surrounded by relevant functional groups, which are different from traditional new towns and development zones. The mode affects the scale and combination mode of all kinds of land, showing the new characteristics of specialization, mixing and flexibility. 6) The master plan of the science and technology city is different from the traditional new town plan in the aspects of participants, service emphasis, basic ideas, operation methods and results characteristics. Modular organization, M-type social structure of diversified spatial matching, promote the effect of agglomeration space technology implantation and mosaic spatial structure, improve land use efficiency of intensive mixed land use model, integrated optimization of intelligent infrastructure and flexible operational planning implementation guidance.
