严寒地区村镇绿色交通系统规划策略研究

【摘要】:随着我国城镇化进程的不断深入,广大农村地区发生了巨大的变化。其中,机动化的发展以及交通基础设施的不断完善,加快了农村各项建设的节奏。而近些年,在以经济发展为目标的背景下,交通系统的发展建设忽视了村镇生态环境和居住环境健康等问题。在由传统城镇化转入城乡一体化发展的前提下,村镇交通的建设需要以一种绿色的手段来指导,即构建一种适合于未来村镇发展的绿色交通系统。本文研究了绿色交通系统的相关概念和内涵,以及国内外村镇交通绿色化发展的理论和实践。通过中外研究对比,发现我国村镇交通建设中的问题。鉴于村镇地区的多种特点,提出了我国村镇绿色交通系统的构建设想。根据本文的研究目的和方法,列出本研究的框架。通过相关文献阅读研究,对我国严寒地区现阶段的村镇交通发展政策以及道路交通建设情况进行了梳理,得出其发展与建设过程中普遍存在的问题。然后,鉴于村镇交通绿色化的应有特点,剖析绿色交通系统的内涵,并提取生态交通规划理论、低碳交通规划理论中与交通相关的研究内容,将两方面结合起来,从而丰富村镇绿色交通系统的内容。在上述基础上,研究影响村镇绿色交通系统发展的主要因素,最后总结出村镇交通体系的一般构成。本文选定了严寒地区具有代表性的镇(每个镇的镇区和及其下设的两个村),针对村镇交通设施建设情况、居民的出行特征、出行环境三方面进行实地调查研究。通过对村镇居民出行特征的调研,从出行目的、方式、距离以及频率等方面逐步推进分析,得出严寒地区村镇居民在一定的出行距离区间内常用的交通工具;然后从经济成本、资源、能耗、环境以及社会人文五个方面因素对几种交通工具的特点进行分析。同时借助层次分析法,模糊综合评价对严寒地区村镇常用交通工具的绿色属性进行评价,得出严寒地区村镇绿色交通系统中的绿色交通方式组成。最后,根据调研分析结果,分别从严寒地区村镇交通发展机制、严寒地区村镇非机动交通方式发展策略、严寒地区机动交通发展方式引导策略、严寒地区公共交通发展方式引导策略、分片区交通方式及设施建设引导、以及交通工具及设施美化与人性化设计等方面,提出严寒地区村镇绿色交通系统规划的策略。
[Abstract]:With the development of urbanization in China, great changes have taken place in rural areas. Among them, the development of motorization and continuous improvement of transport infrastructure, accelerated the pace of rural construction. In recent years, under the background of economic development, the development and construction of transportation system has neglected the ecological environment of villages and towns and the health of living environment. On the premise of turning from traditional urbanization to urban-rural integration, the construction of village and town traffic needs to be guided by a green means, that is, to construct a green transportation system suitable for the future development of villages and towns. This paper studies the concept and connotation of green transportation system, and the theory and practice of the development of green traffic in villages and towns at home and abroad. Through the comparison of Chinese and foreign research, we find the problems in the traffic construction of villages and towns in our country. In view of the various characteristics of villages and towns, the construction of green transportation system of villages and towns in China is put forward. According to the purpose and method of this paper, the framework of this study is listed. Through reading the relevant documents, this paper combs the development policy of village and town traffic and the situation of road traffic construction at the present stage in severe cold area of our country, and finds out the common problems in the process of development and construction. Then, in view of the characteristics of green traffic in villages and towns, the connotation of green traffic system is analyzed, and the research contents related to traffic in ecological traffic planning theory and low-carbon traffic planning theory are extracted, and the two aspects are combined together. In order to enrich the content of green transportation system in villages and towns. On the basis of the above, the main factors affecting the development of green transportation system in villages and towns are studied, and the general composition of the traffic system in villages and towns is summarized. In this paper, the representative towns in severe cold areas (the towns of each town and the two villages under it) are selected to carry out field investigation and study on the construction of traffic facilities in villages and towns, the travel characteristics of residents and the travel environment. Through the investigation of the travel characteristics of the village and town residents, from the aspects of travel purpose, way, distance and frequency, it is concluded that the common means of transportation in a certain travel distance range of the villagers in the severe cold area; and then from the economic cost, Resources, energy consumption, environment and social and human factors to analyze the characteristics of several vehicles. At the same time, with the help of analytic hierarchy process (AHP), fuzzy comprehensive evaluation is used to evaluate the green attributes of common transportation vehicles in cold areas, and the composition of green traffic modes in the green transportation system of villages and towns in severe cold areas is obtained. Finally, according to the results of investigation and analysis, from the development mechanism of traffic in cold area, the development strategy of non-motorized traffic mode in cold area, the guiding strategy of development mode of mobile traffic in severe cold area, The strategies of guiding the development mode of public transportation in severe cold areas, guiding traffic modes and facilities construction in different areas, beautifying and humanizing transportation and facilities, and so on, are put forward, and the strategies for planning green transportation system in villages and towns in cold areas are put forward.
