建设项目方案设计阶段投资控制研究

【摘要】：随着我国经济的高速发展,全国各地工程建设项目投资日益加大。加强对项目投资的控制,特别是加强项目设计阶段投资预算控制变得更加重要,目前设计阶段投资控制存在的主要问题是设计方案比选不够、建设单位对设计阶段投资控制不够重视、设计人员投资控制意识不强、相关的规章制度不够完善等。 论文在综合归纳国内外建设项目在设计阶段进行投资控制的不足、所采用的方法以及发展历程,重点归纳了价值工程、限额设计和期望指标理论三种方法在设计阶段投资控制的运用以及各自存在的问题。完整论述了建设项目方案设计阶段投资控制内容,包括重视前期的市场调查、认真编写方案设计任务书、优选设计单位、重视设计合同的管理、对方案设计进行优选和优化。建立了建设项目方案设计阶段方案优选模型和基于限额设计原理的价值工程优化模型,从理论上探讨了如何选择设计方案和控制项目投资的方法。设计方案比选是采用考虑期望指标的选择模型,在方案指标选择体系中加入业主的期望指标,选出最符合业主期望的同时投资最少的设计方案；控制项目投资采用基于限额设计、价值工程理论对方案建立优化模型,在保证建设项目使用功能的前提下,引入第三方专业单位,对已经选出的方案做进一步的优化,以达到最终要求。
[Abstract]:With the rapid development of our country's economy, the investment of construction projects is increasing day by day. It is more important to strengthen the control of project investment, especially the control of investment budget in the project design phase. The main problem of the investment control in the design phase is the insufficient selection of the design scheme. The construction unit does not pay enough attention to the investment control in the design stage, the designer's investment control consciousness is not strong, the related rules and regulations are not perfect, etc. In this paper, the deficiency of investment control in the design stage of domestic and foreign construction projects, the methods adopted and the course of development are summarized synthetically, and the value engineering is emphasized. The application of quota design and expectation index theory in investment control in design stage and their respective problems. The contents of investment control in the design stage of construction project are discussed, including paying attention to the market investigation in the early stage, carefully compiling the project design task, selecting the design unit, paying attention to the management of the design contract, and selecting and optimizing the scheme design. In this paper, the optimal model of scheme selection and the optimization model of value engineering based on the principle of quota design are established, and how to select the design scheme and control the investment of the project are discussed theoretically. The design scheme comparison is to adopt the selection model considering the expectation index, add the owner's expectation index into the scheme index selection system, and select the design scheme which accords with the owner's expectation and has the least investment at the same time. The control project investment is based on the quota design, the value engineering theory establishes the optimization model of the scheme, and on the premise of ensuring the function of the construction project, the third party professional unit is introduced to further optimize the selected scheme.
