城乡统筹背景下的乡村基本公共服务设施配置研究

【摘要】：快速的经济发展和城镇化进程,以及国家层面积极推动的城乡统筹发展战略,推动了政府财力支持下的乡村基本公共服务设施的快速发展进程,为改善农村地区总体上严重落后的公共服务水平提供了重要契机。然而时代的发展,也同样推动了农村地区基本公共服务设施需求的演变。为此,主要从基本概念、乡村基本公共服务设施内容及功能类型、层级体系等方面进行归纳并剖析主要演变趋势和影响因素,并在此基础上着重从村庄基本公共服务设施布局的层面结合案例进行探讨,提出了选址优先考虑覆盖性的基础上还应充分考虑市场化导向,以及设施建设布局方面的适当集中化和综合化的方向建议。
[Abstract]:The rapid economic development and urbanization process, as well as the urban-rural integrated development strategy actively promoted at the national level, have promoted the rapid development of rural basic public services supported by the government's financial resources. It provides an important opportunity to improve the level of public service in rural areas. However, the development of the times has also promoted the development of basic public service facilities in rural areas. Therefore, this paper summarizes and analyzes the main evolution trend and influencing factors from the basic concepts, the contents and function types of rural basic public service facilities, the hierarchy system, and so on. On the basis of this, the paper mainly discusses the layout of basic public service facilities in villages, and puts forward that the market-oriented orientation should be fully considered on the basis of the priority of site selection and coverage. As well as facilities construction layout proper centralization and synthesis direction suggestion.
