天津市河西区供热专项规划方案设计研究

【摘要】:供热设施是寒冷地区现代化城市的重要基础设施和能源设施,和社会生产、人民生活紧密相关。1995年,建设部出台了《关于加强城市供热规划管理工作的通知》(建城字[1995]126号),要求全国各省市制定科学合理的供热规划并按规划组织实施,避免盲目建设和重复建设。根据国内外城市供热发展的经验,以及我国当前节能减排、走可持续发展道路的现实要求,国内城市供热规划大多优先考虑热电联产、清洁能源及可再生能源作为供热热源。本文描述了天津市河西区供热专项规划的编制过程和取得的规划成果,对现状分析、可行性研究、规划工作组织、设计等环节步骤的管理控制进行了论述。 城市供热专项规划是一门系统性、技术性很强的学科,和实际结合紧密,需要大量的基础数据,并在此基础上进行分析、归纳,提出问题,设计方案以解决问题。同时,供热规划所依据的规划原则、国家政策,以及供热工程技术都在不断变化发展。这要求在编制具体规划的时候要全面了解当前国家的形势、政策,国内外的发展水平,未来城市供热的发展方向,要具有科学性、前瞻性,同时还要具备可操作性。本论文的目标就是以一个具体的实例,探讨怎样科学合理的编制一个地区的供热规划并对规划后剩余土地集约利用提出了建议。 河西区作为天津市政府所在地,区委、区政府也提出了建设首善之区、美丽河西的奋斗目标。要实现上述目标,首先要将目标层层分解成具体的工作任务,并制定严谨、科学、实际的规划方案,结合实际工作的不断发展丰富完善规划方案并不断落实方案内容。在规划方案编制过程中,采用四种研究方法,一是文献研究法。通过阅读大量关于国内外供热发展的书籍以及有关学术论文,全面、准确地了解目前我国集中供热发展的现状水平和未来发展方向,为确定规划方案的思路、原则和目标找到了依据;二是比较分析法。通过介绍国外发达国家供热发展情况及发展趋势,,了解供热发展各阶段产生的问题及解决办法,对照我国目前的供热发展现状,找准当前我国供热发展所处阶段,从而为编制下一步供热发展规划提供借鉴和启示;三是数据分析法。通过对河西区目前大量供热基础数据的认真分析,对照当前城市供热发展规范、政策上的指标标准,为找准当前发展上存在的问题,在规划方案中合理制定解决措施提供了理论依据;四是实地调研法。通过走访各供热单位,深入了解了各单位的发展情况,广泛征求相关单位的意见建议,掌握了客观、全面的第一手资料,为下一步编制规划方案打下了坚实的基础。
[Abstract]:Heating facilities are important infrastructure and energy facilities in modern cities in cold regions. They are closely related to social production and people's livelihood. The Ministry of Construction has issued the notice on strengthening the Management of Urban heating Planning (Construction word [1995] 126), which requires all provinces and cities throughout the country to formulate a scientific and reasonable heating plan and to implement it according to the planning organization, so as to avoid blind construction and repeated construction. According to the experience of domestic and international urban heating development and the practical requirements of energy saving and emission reduction and sustainable development, most of the domestic urban heating planning give priority to heat and power cogeneration, clean energy and renewable energy as heating heat source. This paper describes the compilation process and achievements of the special heating planning in Hexi District of Tianjin, and discusses the management and control of the steps such as current situation analysis, feasibility study, planning work organization, design and so on. The special planning of urban heating is a systematic, highly technical subject, which is closely combined with practice, and needs a large amount of basic data. On this basis, it is analyzed, summed up, put forward problems, and designed to solve the problems. At the same time, the planning principles, national policies and heating engineering technology are constantly changing and developing. This requires a comprehensive understanding of the current national situation, policies, the level of development at home and abroad, and the future development direction of urban heating when compiling specific plans, which should be scientific, forward-looking, and operational at the same time. The purpose of this paper is to use a concrete example to discuss how to scientifically and reasonably draw up the heating planning of a region and put forward some suggestions on intensive utilization of surplus land after planning. As the seat of Tianjin municipal government, Hexi District Committee and District Government also put forward the goal of constructing the first good area and beautiful Hexi. In order to achieve the above goal, we must decompose the goal layer by layer into concrete work tasks, formulate rigorous, scientific and practical planning plans, enrich and perfect the planning plans and implement the contents of the plans in combination with the continuous development of the actual work. In the process of programming, four research methods are adopted, one is literature research. By reading a large number of books and academic papers on the development of heating at home and abroad, we can comprehensively and accurately understand the present situation and future development direction of central heating in our country, so as to determine the thinking of the planning scheme. Principles and objectives have been found; Second, comparative analysis. By introducing the development situation and development trend of heating supply in developed countries abroad, the problems and solutions in each stage of heat supply development are understood, and according to the present situation of heating supply development in our country, the current stage of heating development in our country is found out. Thus, it can provide reference and inspiration for drawing up the next heating development plan. Third, data analysis. Based on the serious analysis of a large amount of heat supply basic data in Hexi District, in order to find out the problems existing in the current development, compared with the current urban heating development standard and the policy index standard, The reasonable formulation of solutions in the planning scheme provides a theoretical basis; Fourth, the field investigation method. By visiting various heating units, the author has deeply understood the development of each unit, extensively solicited the opinions and suggestions of relevant units, grasped the objective and comprehensive first-hand information, and laid a solid foundation for the next step in drawing up the planning scheme.
