价值工程在农民集中居住区规划设计中的应用研究

【摘要】:在我国城镇化发展的过程中,农民集中居住区是城镇发展的主要方式。农民集中居住区不仅能节约土地,方便集中化管理,也能提高农民生活质量,改善农民的居住环境,符合城镇化发展的要求。经过国家和建设者的不懈努力,农民集中居住区在城镇化的进程中已经取得了很大进展,也深受各地农民的喜爱。但是,农民集中居住区发展的过程中仍存在许多问题,如选址问题、配套设施问题、规划设计问题等等。前期的规划设计直接影响到小区建设的成败,经学者研究表明,在规划设计阶段,对项目的建设周期和成本的影响最大。因此,在农民集中居住区规划设计阶段,综合考虑各种因素对小区的影响,采用合理的评价方法建立合理全面的指标评价体系,使得小区的规划设计更实际,更符合农民的居住要求。目前农民集中居住区的规划设计仍然存在很多不足之处。比如重成本控制忽视小区的建设效果,或者重视小区的建设效果忽视成本;只根据规划者的个人想法而忽略居住者的需求等,以上的问题就是缺乏正确的、科学的、系统的管理方法对小区的规划设计进行管理和评价。价值工程是一门交叉的、系统的、科学的管理方法。国外已经将价值工程成功应用到各行各业,在国内价值工程也得到广泛的应用。因此,将价值工程运用到农民集中居住区规划设计中,对小区的功能进行优化,降低成本,实现价值最大化具有重要的实际意义。本文针对农民集中居住区规划设计阶段进行研究,分析农民集中居住区规划设计研究的现状,找出其中存在的问题,提出在农民集中居住区规划设计中运用价值工程的特点和要求。①介绍价值工程理论、价值工程国内为发展的现状及发展趋势、价值工程的一般工作程序和价值工程的计算模型。②以价值工程理论为基础建立农民集中居住区规划设计指标评价体系。③结合实际案例——以邗江公道镇农民集中居住区为例,通过指标体系的建立、权重的计算、功能系数的计算、目标成本的计算,完成价值系数的计算,选择出价值最大的规划设计方案,并对所选择的方案提出优化。
[Abstract]:In the process of urbanization in our country, peasant concentrated residential area is the main way of urban development. Farmers centralized residential areas can not only save land, facilitate centralized management, but also improve the quality of life of farmers, improve the living environment of farmers, in line with the requirements of urbanization development. Through the unremitting efforts of the state and builders, farmers concentrated residential areas have made great progress in the process of urbanization, but also by farmers everywhere. However, there are still many problems, such as site selection, matching facilities, planning and design, in the process of the development of peasant concentrated residential areas. The early planning and design has a direct impact on the success or failure of the community construction. Scholars have shown that in the stage of planning and design, the construction cycle and cost of the project are most affected. Therefore, in the planning and design stage of the peasant concentrated residential area, considering the influence of various factors on the residential district, the reasonable evaluation method is adopted to establish a reasonable and comprehensive index evaluation system, which makes the planning and design of the district more practical. More in line with the living requirements of farmers. At present, there are still many deficiencies in the planning and design of peasant concentrated residential areas. For example, pay more attention to the cost control and ignore the construction effect of the district, or pay attention to the construction effect of the district and ignore the cost; The above problems are lack of correct, scientific and systematic management method to manage and evaluate the planning and design of the residential district, only according to the individual idea of the planner and ignoring the needs of the occupant, etc. The above problems are lack of correct, scientific and systematic management method. Abroad, value engineering has been successfully applied to all kinds of industries, and also widely used in domestic value engineering. Therefore, it is of great practical significance to apply value engineering to the planning and design of farmers' concentrated residential area, to optimize the function of the district, to reduce the cost, and to realize the maximization of value. This article carries on the research to the peasant centralized residential district planning and design stage, analyzes the present situation of the peasant centralized residential district planning and design research, and finds out the existing problems. This paper puts forward the characteristics and requirements of applying value engineering in the planning and design of peasant concentrated residential area. 1 introduces the theory of value engineering, the present situation and development trend of value engineering in China. The general working procedure of value engineering and the calculation model of value engineering. 2. Based on the theory of value engineering, the evaluation system of the planning and design index of peasant concentrated residential areas is established. 3. Based on the practical cases-based on the farmers of Hanjiang Gongdao Town Centralized residential areas, for example, Through the establishment of the index system, the calculation of the weight, the calculation of the function coefficient, the calculation of the target cost, the calculation of the value coefficient, the selection of the planning and design scheme with the greatest value, the optimization of the selected scheme is put forward.
