历史城镇控制性详细规划研究

【摘要】：在我国城乡规划管理体系中,控制性详细规划是城市建设管理的关键技术环节。历史城镇的控制性详细规划问题,关系着历史文化遗产的保护能否实现,关系到历史城镇人居环境水平的改善与否。以此为背景,的主要研究内容有以下几点： 1.本文从控制性详细规划和历史城镇保护的理论入手,借鉴了大量国内外类似控制性详细规划的规划理论和历史城镇保护的理论与实践经验,为历史城镇控制性详细规划的研究提供了理论依据和实践支撑。在此基础上,以时间为脉络,梳理了我国控制性详细规划的实践历程,并从中总结出,当期我国历史城镇控制性详细规划的主要问题。 2.本文以历史城镇为主要研究对象,详细探讨了影响历史城镇空间形态的主要因素,并从地理特征的角度,将历史城镇分为平地城镇、山地城镇和水乡城镇三种类型,对各个类型的历史城镇的空间形态特征进行了分类探讨。在此基础上,结合当前历史城镇的发展和保护现状,提出了我国当前历史城镇具有空间孤立性、功能边缘性、社会异质性和文化断裂性四大特性,为后期历史城镇控规的编制方法探讨和指标体系确立提供了理论支撑。 3.本文从规划编制程序、成果内容与深度要求以及现行控制控制体系三个方面论述了当前控制性详细规划的主要技术要求,在此基础上,结合前三章的理论研究和当前历史城镇的现状特性,对当前控规编制体系的适应性问题进行了探讨,得出了当前控制性详细规划在规划编制的目标、现状调研深度、规划编制范围、公众参与制度落实、空间设计的维度和控制体系六个方面的适应性问题。 4.为解决当前控制性详细规划编制技术手段在历史城镇控制性详细规划编制方面的适应性问题,本文提出了融入城市设计的控制性详细规划编制方法,以此为契机,在历史城镇的控制性详细规划编制技术路径、控制体系、指标体系三个方面,相对于传统的控制性详细规划有较大突破。 5.最后,本文以宕昌县哈达铺镇为例,在一定程度上对之前的理论探索进行了实际论证,尤其表现在城市设计与控规的结合方面,注重将城市设计导则融入到控制性详细规划法定成果当中,以确保城市设计成果能切实指导历史城镇的城镇建设和历史文化保护。
[Abstract]:In the urban and rural planning management system of our country, the controlled detailed planning is the key technical link of the urban construction management. The controlled detailed planning of historical towns is related to whether the protection of historical and cultural heritage can be realized and whether the level of human settlements in historical towns can be improved or not. Based on this background, the main research contents are as follows: 1. Starting with the theory of controlled detailed planning and historical town protection, this paper draws lessons from a large number of planning theories similar to controlled detailed planning at home and abroad and the theory and practical experience of historical town protection. It provides theoretical basis and practical support for the study of controlled detailed planning of historical towns. On this basis, taking time as the context, this paper combs the practical course of controlling detailed planning in our country, and sums up the main problems of controlling detailed planning in historical towns of our country in the current period. 2. This paper takes the historical town as the main research object, probes into the main factors that affect the spatial form of the historical town in detail, and divides the historical town into three types: flat land town, mountain town and water township town from the point of view of geographical characteristics. The spatial morphological characteristics of various types of historical towns are classified and discussed. On this basis, combined with the current situation of development and protection of historical towns, this paper puts forward that the current historical towns in China have four characteristics: spatial isolation, functional edge, social heterogeneity and cultural fracture. It provides theoretical support for the establishment of control rules and index system in historical towns in the later period. 3. This paper discusses the main technical requirements of the current controlled detailed planning from three aspects: the programming procedure, the content and depth requirements of the results and the current control system. On this basis, Combined with the theoretical research of the first three chapters and the characteristics of the current historical towns, this paper probes into the adaptability of the current control planning system, and obtains the objectives and depth of the current controlled detailed planning in the planning and compilation. The scope of planning, the implementation of public participation system, the dimension of spatial design and the adaptability of control system. 4. In order to solve the adaptability of the current technical means of controlling detailed planning in the compilation of controlled detailed planning in historical towns, this paper puts forward a method of compiling controlling detailed planning in urban design, which is taken as an opportunity. Compared with the traditional controlled detailed planning, there is a great breakthrough in the technical path, control system and index system of the controlled detailed planning of historical towns. 5. Finally, taking Hadapu Town in Dangchang County as an example, this paper makes a practical demonstration of the previous theoretical exploration to a certain extent, especially in the combination of urban design and control rules. In order to ensure that the urban design results can guide the urban construction and historical and cultural protection of historical cities and towns, we should integrate the urban design guidelines into the legal achievements of controlled detailed planning in order to ensure that the urban design results can guide the urban construction and historical and cultural protection of historical towns.
