基于生态城市理念的城市新区规划方法研究

【摘要】：1980年代发展起来的生态城市理念,是为应对日益严峻的全球环境变化和资源枯竭的冲击,并强调兼顾社会公平、经济发展和环境保护的,一种可持续的理想城市发展范式。我国的生态城市构建实践起步较晚,但发展速度很快。从国家顶层的宏观战略,到地方各级的发展设想,“生态城市”无疑是必提之目标。有数据显示,目前我国已有近300个地级以上的城市提出建设生态城市的目标,占城市总数的80%。而在城市规划领域,生态城市理念的应用也贯穿于各个层次的规划之中。在这其中,生态城市理念于城市新区规划中的应用最为普遍。新区规划约束条件较少,建设成本相对较低,一时竞相成为各个城市探索生态城市建设的“实验田”。但应当指出的是,由于业内对生态城市理念本身都尚未形成统一的认识,如何规划与建设生态城市则更是智者见智。因此,生态城市理念下的城市新区规划就面临着规划内容与深度的不同看法。本文对生态城市理念产生的背景、原因、后续发展与实践应用等进行系统全面的研究,在此基础上尝试将生态城市建设流程与我国的城市规划体系相结合,从我国城市新区的实际情况入于,探讨城市新区规划应重点关注的方面,从而建立在生态城市理念指导下,对新区有针对性的规划方法体系。本文由生态城市理念研究、城市新区发展研究、基于生态城市理念的新区方法探讨与实例分析三部分组成。绪论部分首先介绍论文研究背景、意义、目的和内容框架等。第二章通过对生态城市涵盖内容的分析,建立生态城市理论与城市规划体系的理论框架,明确生态城市理念下的新区规划逻辑机构。第三章通过对城市新区发展历程和动因的综合分析,梳理当前梳理城市新区的发展特点,并从生态城市理论的视角,剖析其发展误区。第四、五章从发展问题入手,在确定基于生态城市理念的新区规划原则基础上,架构新区规划的内容体系,提出基于生态城市理论的城市新区规划方法,并结合苏州独墅湖科教创新区中相应的规划研究进行实证说明。
[Abstract]:The concept of eco-city developed in the 1980s is to deal with the increasingly severe impact of global environmental change and resource depletion, and emphasizes social equity, economic development and environmental protection, a sustainable ideal urban development paradigm. The construction practice of ecological city in our country starts late, but the development speed is fast. From the macro strategy of the top level of the country to the development assumption at the local level, "eco-city" is undoubtedly the goal. Some data show that nearly 300 cities at or above the prefecture level in China have put forward the goal of building ecological cities, accounting for 80% of the total number of cities. In the field of urban planning, the application of ecological city concept runs through all levels of planning. Among them, the concept of ecological city is the most widely used in the planning of new urban areas. The planning constraints of the new area are less and the construction cost is relatively low, so it has become an "experimental field" for each city to explore the construction of ecological city. However, it should be pointed out that because the concept of eco-city itself has not yet formed a unified understanding in the industry, how to plan and build an ecological city is even more wise. Therefore, the planning of new urban areas under the concept of ecological city is faced with different views on the content and depth of planning. This paper makes a systematic and comprehensive study on the background, reasons, follow-up development and practical application of the concept of ecological city, and tries to combine the process of ecological city construction with the urban planning system of our country on the basis of the systematic and comprehensive study on the background, reason, follow-up development and practical application of the concept of ecological city. From the actual situation of the new urban area in China, this paper probes into the aspects that should be paid attention to in the planning of the new urban area, so as to establish a targeted planning method system for the new area under the guidance of the concept of ecological city. This paper consists of three parts: the research of eco-city concept, the development of urban new area, the method discussion and case analysis of new area based on eco-city concept. The introduction part first introduces the research background, significance, purpose and content framework of the paper. The second chapter establishes the theoretical framework of ecological city theory and urban planning system through the analysis of the content covered by ecological city, and clarifies the logical organization of new area planning under the concept of ecological city. The third chapter combs the development characteristics of the new urban area through the comprehensive analysis of the development process and motivation of the new urban area, and analyzes its misunderstandings from the perspective of ecological city theory. Fourth, the fifth chapter starts with the development problem, on the basis of determining the new area planning principle based on the ecological city concept, constructs the content system of the new area planning, and puts forward the urban new area planning method based on the ecological city theory. Combined with the corresponding planning research in Suzhou Dushu Lake Science and Education Innovation area, the empirical study is carried out.
