基于SOA的资源共享交换平台的设计与实现

【摘要】:随着电子政务信息化建设的不断深入和发展,以往的信息孤岛式的业务系统已不能完全满足政务业务的变化,公众需要各级政府部门提供更加灵活方便的综合信息服务。另外,业务部门内部、各部门之间的信息共享需求也愈发浓重,减少信息的重复管理、提高工作效率越来越重要。为了解决上述问题,必须采取一定的办法和措施去整合现有各应用系统的独立分散数据,实现数据的通畅共享。 本文就如何破除政务系统信息孤岛问题进行研究和实践。首先,简要介绍国内外在电子政务领域发展的概况和最新发展成果;接着,介绍面向服务体系架构(SOA),以及搭建政务SOA体系所需要用到的理论和技术,比如:Web Service、ESB以及服务目录等等;然后,分析电子政务数据交换的需求,并确定电子政务资源共享交换平台建设的目标和原则。该原则结合平台建设的需求和SOA的设计理念,可将分散在的各部门、各条线的政务应用系统信息资源视为服务,在资源共享交换平台进行注册、发现、管理和治理;最后,实现了一个电子政务资源共享交换平台,该平台实现的关键在于:服务目录、基于企业服务总线的数据交换以及统一服务管理平台。其中,以服务目录作为政务应用接入的中心,是存放、展现、检索、管理服务及服务资产的场所,为服务的不同角色提供了注册、消费以及治理的能力。企业服务总线(ESB)是资源共享交换平台的龙骨,异构的各政务业务系统可以通过数据库、文件、XML、Web Services、JMS等多种技术和协议将信息接入总线,达到信息共享的目的。 总之,在此平台的支持之下,区域内的电子政务信息利用率显著提升,,业务实现协同,有效的整合了区域内的电子政务的服务和数据。
[Abstract]:With the deepening and development of E-government information construction, the information islanding business system in the past can no longer fully meet the changes in government affairs, and the public needs all levels of government departments to provide more flexible and convenient comprehensive information services. In order to solve the above problems, it is more and more important to reduce the duplication of information management and improve work efficiency. Some methods and measures must be taken to integrate the independent and decentralized data of existing application systems to realize the smooth sharing of data. This paper studies and practices how to break down the isolated information islands of government affairs system. Firstly, it briefly introduces the general situation and the latest development achievements in the field of electronic government affairs at home and abroad. This paper introduces the service-oriented architecture (SOA), and the theory and technology needed to build the government SOA system, such as: SOA ESB and service directory, etc. Then, the requirements of e-government data exchange are analyzed. The goal and principle of E-government resource sharing and exchanging platform are determined. This principle combines the demand of platform construction and the design idea of SOA. The information resources of government affairs application system scattered in various departments and lines can be regarded as service. Registration, discovery, management and governance are carried out in the resource sharing exchange platform. Finally, an e-government resource sharing exchange platform is implemented. The key to the implementation of the platform lies in: service directory, Data exchange and unified service management platform based on enterprise service bus. Among them, service directory is the center of government affairs application access, which is the place to store, display, retrieve, manage service and service assets. The enterprise service bus (ESBs) is the keel of a resource sharing exchange platform, and heterogeneous government business systems can be accessed through a database. File XML Web Services JMS and other technologies and protocols connect information to the bus to achieve the purpose of information sharing. In a word, with the support of this platform, the utilization rate of e-government information in the region has been improved significantly, and the service and data of e-government in the region have been effectively integrated.
