“棱镜事件”折射出的中国网络空间安全问题与对策

【摘要】：以"棱镜事件"为例,对陆、海、空、太空之后的"第五空间"——网络空间安全的国际发展形势进行了分析;进一步分析了中国在网络空间安全方面面临的严峻挑战:网络空间安全缺乏顶层设计,信息安全产品过于依赖进口,信息安全专业教育不足,网络安全意识淡薄,等等;最后,探究了新的网络空间环境下中国网络空间安全的应对策略,即规划网络空间发展战略,构建网络防御与对抗体系,推动国际合作对话,提高信息安全自主可控水平,提升网络舆论战对抗与反击能力,加强网络空间安全教育与队伍培训等。
[Abstract]:Taking "prism event" as an example, the international development situation of "fifth space"-cyberspace security after land, sea, air and space is analyzed. This paper further analyzes the severe challenges China faces in cyberspace security: lack of top-level design for cyberspace security, over-dependence on imports of information security products, insufficient education in information security major, weak awareness of network security, and so on. This paper probes into the countermeasures of China's cyberspace security under the new cyberspace environment, that is, to plan the cyberspace development strategy, to build a network defense and confrontation system, to promote international cooperation and dialogue, and to improve the autonomous and controllable level of information security. Enhance the ability of network public opinion warfare to confront and counter-attack, strengthen the safety education and team training in cyberspace, etc.
