上海科普资源开发与共享工程网格化管理研究与实现

【摘要】:随着时代发展,“科普”的概念已经从传统意义上的“科学知识普及”拓展成为“科学技术传播与普及”,目的是通过有效的手段和途径,提高公众的科学文化素质。一个国家的科普能力,集中表现为国家向公众提供科普产品和服务的综合实力。加强科普资源开发与共享,是提高科普能力的基础。国家科技部、中国科协联合有关部门共同发文建设科普资源开发与共享工程。上海市科学技术协会充分发挥网络资源优势,建立了“上海科普资源开发与共享平台”,实现了上海科普资源的异地、非集中式共享。但是从工程管理的角度,仍然存在原创资源与公众需求不匹配,协同创作等联动能力弱,整合与共享机制不完善等问题,其中既包含管理方面问题,也包含技术方面问题。随着网络技术的发展,“网格”作为信息技术领域的概念,在协同与共享的方面为工程带来了新的管理理念和技术思路。本文利用网格技术,从技术机理、流程再造、组团服务等理论维度出发,探索建立了科普资源开发与共享工程网格化管理模式,并在“上海科普资源开发与共享平台”的“创意互助园”模块中进行了实践应用。本文以网格技术在“上海科普资源开发与共享平台”这一具体工程项目的应用为主线,阐述了网格技术的概念、特点以及研究意义;对科普资源网格化管理模型架构、系统结构和网络拓扑结构进行了分析;对“创意互助园”模块进行了实践,提出了网格化管理目标定位,设计流程,以及资源管理、任务订单管理、加工协议管理、协同工作邀约管理、违约管理五个管理子模块的设计方案;最后完成了“创意互助园”的模块开发实现和管理实现。本文通过对上海科普资源开发与共享工程网格化管理研究与实践,实现了对工程项目资源整合、协议管理、协同工作邀约等方面的全面控制,能够更加有效地集成科普资源,提高上海市科普资源管理效率,降低管理成本,并为进一步实施上海市科普资源开发与共享工程探索积累了理论和实践经验。
[Abstract]:With the development of the times, the concept of "popularization of science" has been extended from "popularization of scientific knowledge" to "dissemination and popularization of science and technology" in the traditional sense, with the aim of improving the scientific and cultural quality of the public through effective means and approaches.The ability of a country to popularize science focuses on the comprehensive strength of the state in providing popular science products and services to the public.Strengthening the development and sharing of popular science resources is the basis for improving the ability of science popularization.The Ministry of Science and Technology and the China Association of Science and Technology jointly issued documents for the development and sharing of popular science resources.The Shanghai Association of Science and Technology has made full use of the advantages of network resources and set up a "platform for the development and sharing of science popularization resources in Shanghai", which realizes the non-centralized sharing of Shanghai science popularization resources.However, from the point of view of project management, there are still some problems, such as the mismatch between original resources and public needs, weak coordination ability, imperfect integration and sharing mechanism, and so on.With the development of network technology, "Grid", as a concept in the field of information technology, has brought new management ideas and technical ideas to engineering in the aspect of collaboration and sharing.Based on the theory of technology mechanism, process reengineering, group service and so on, this paper uses grid technology to explore and establish the grid management mode of science popularization resource development and sharing project.And it is applied in the module of "Creative Mutual help Park" of "Shanghai Science Popularization Resource Development and sharing platform".Based on the application of grid technology in the specific project of "Shanghai Science Resources Development and sharing platform", this paper expounds the concept, characteristics and research significance of grid technology, and discusses the framework of grid management model for popular science resources.The system structure and network topology structure are analyzed, the module of "Creative Mutual help Park" is put forward, and the goal orientation, design flow, resource management, task order management, processing protocol management of grid management are put forward.The design scheme of five management sub-modules of cooperative work solicitation management and default management is designed and implemented. Finally, the module development and management implementation of "Creative Mutual Assistance Park" is completed.Through the research and practice of Shanghai popular science resources development and sharing project grid management, this paper realizes the overall control of engineering project resources integration, agreement management, cooperative work invitation, etc., and can integrate science popularization resources more effectively.This paper improves the efficiency of Shanghai popular science resources management, reduces the management cost, and accumulates the theoretical and practical experience for the further implementation of Shanghai science popularization resources development and sharing engineering exploration.
