日本政府网络安全领域跨部门情报共享机制剖析

【摘要】：[目的/意义]信息时代下,针对政府部门的网络威胁和风险日益突出,如何建立统一高效的情报共享机制,准确把握网络安全风险发生的规律、动向和趋势,实现全网安全策略动态调整和突发事件高效处置已成为一个世界性的课题,通过剖析邻国日本在这方面的有益做法和经验,有助于为我国网络安全领域情报共享机制的建设提供借鉴。[方法/过程]遵循由"空间维度下的组织结构方式和作用方式"到"时间维度下的运转模式"的研究逻辑,对日本政府网络安全领域跨部门情报共享机制进行剖析。[结果/结论]提出我国政府应当在网络安全领域建立统一的情报管理归口单位,建设深入到科室的网络安全管理组织机构,构建科学的情报共享制度体系,确立同网络安全事件应急响应相匹配的情报共享运转模式。
[Abstract]:[objective / significance] in the information age, in view of the increasingly prominent network threats and risks of government departments, how to establish a unified and efficient information sharing mechanism to accurately grasp the laws, trends and trends of network security risks, It has become a worldwide topic to realize the dynamic adjustment of the whole network security policy and the efficient handling of unexpected incidents. By analyzing the beneficial practices and experiences of neighboring Japan in this field, It is helpful to provide reference for the construction of information sharing mechanism in the field of network security in China. [method / process] according to the research logic from "organization structure and action mode in spatial dimension" to "operation mode in time dimension", this paper analyzes the inter-departmental information sharing mechanism in the field of network security of Japanese government. [results / conclusion] it is suggested that our government should establish a unified unit of information management in the field of network security, build a network security management organization and a scientific information sharing system. Establish the intelligence sharing operation mode that matches the emergency response of network security events.
