公安网络信息生态链共生互利研究

【摘要】：公安网络是指公安业务信息网,是连接公安系统各个部门的一个广域网,利用公安业务网络可以将三级信息中心的数据库连接起来,从而实现各级公安机关、各警种、各业务单兵之间信息流转。公安网络信息生态链产生于公安业务工作之中,链中的信息主体相互依赖,协同合作,共同生产和创新利益,实现公安业务网络信息的价值增值。目前,对于公安网络信息领域的研究多集中于网络信息资源的建设、开发、利用等方面的管理研究,对于公安网络信息相关的基本理论和运作机制的研究较少,而公安网络信息生态相关的研究亦鲜见,没有形成系统的管理理论和研究体系。因此,从信息生态的角度出发研究公安网络业务信息活动将会从新的视角对我国公安网络的整体优化起到战略性的引导作用,为公安机构提供优化网络信息资源配置、提高公安网络主体的运行效率以及促进公安网络信息活动发展提供理论支撑与决策参考。公安网络信息生态链信息主体的共生互利关系是公安网络信息生态链信息主体之间的一种常态关系,它是公安网络信息活动中具有合作关系的信息主体彼此相互依赖,共同创造利益增量,并通过对利益增量的分配达到互利互惠、共同受益的协同合作关系。深入研究公安网络信息生态链信息共生互利的理论体系和作用机制能够为公安网络信息资源高效利用与配置、信息功能发挥良好与稳定提供新的管理途径,为公安业务网络的相关信息主体的协同合作提供理论与实践指导。本文在综合国内外关于警务信息管理、网络信息生态、网络信息生态链等相关内容的基础上,构建了公安网络信息生态链共生互利的概念体系,对公安网络信息生态链共生互利的机理、影响因素及作用机制、利益冲突及协调对策等内容进行了研究。文章的主要内容如下：第一章,介绍了论文的研究背景、研究意义、国内外研究现状、研究内容与创新之处、研究方法与技术路线。第二章,研究了公安网络信息生态链共生互利的理论基础。公安网络信息生态链的价值管理共生互利理论是建立在一系列相关理论甚础之上的。本章的研究内容包括网络信息生态链的相关理论、公安网络信息生态链相关理论以及公安网络信息生态链共生互利理论三大部分。第三章,探讨了公安网络信息生态链共生互利作用机理。公安网络信息生态链共生互利作用机理揭示了公安网络信息生态链共生互利主体的相互联系、相互作用的运行规则和原理。本章的研究内容包括公安网络信息生态链共生利益的形成、公安网络信息生态链共生利益协调,探讨了公安网络信息生态链共生互利的标准。第四章,论证了公安网络信息生态链共生互利的影响因素和作用机制。公安网络信息生态链共生互利的影响因素和作用机制是研究公安网络信息生态链共生互利利益冲突的协调对策的基础。本章的研究内容包括公安网络信息生态链共生互利的影响因素及其概念模型,在此基础上讨论了公安网络信息生态链共生互利的作用机制。第五章,讨论了公安网络信息生态链共生互利利益冲突及协调对策。公安网络信息生态链共生互利利益冲突的协调对策对公安网络信息活动的优化管理具有重要的指导意义。本章的研究内容包括公安网络信息生态链的利益冲突现状,并根据现状及前文所述的相关理论和研究成果提出公安网络信息生态链共生互利的协调对策。第六章,对本文的主耍内容进行总结,指出有待进一步地探索的研究课题。
