【摘要】：随着我国信息化建设的不断推进，科技信息服务行业得到迅速发展，科技情报研究机构的作用日趋重要。省级科技情报研究院所网站作为区域信息服务的提供平台，其信息服务质量和效率直接影响情报院所的业务开展。目前，我国科技情报机构网站在科技情报信息资源结构，在线信息服务开展、网站界面的易用性和信息时效性等方面，还存在着需要提升和改进的方面。本文以我国省级科技情报院所网站为研究对象，在确定网络调研要素的基础上，，对网站开展信息服务的现状进行了调查研究和总结分析，并针对发现的问题提出改进建议。文章结合网站评价相关理论和网络服务研究成果，以及中国科学技术信息研究所网站、电子政府网站、图书馆和档案馆网站等在线服务实例，从调研对象、时间和方法等几个方面进行了省级科技情报机构网站在线服务调研的设计，确定我国省级科技情报机构在线服务调研的内容，包括在线服务项目和在线服务支撑平台性能2个一级层次内容，信息公开、个性化服务等8个二级层次内容以及通知公告、在线调查等29个三级层次内容，为网站在线服务调研的实施提供参照依据。根据网站调研设计的内容，参照现阶段科技情报机构的业务职能情况，从在线服务项目和在线服务支撑平台性能两方面，对各省级科技情报机构网站开展信息服务的情况进行网络调研。结合我国省市经济社会发展实际，在整理分析统计结果的基础上，依据网站信息服务项目分析科技情报机构网站的信息服务状况，进而从服务意识、网站建设、内容建设等方面为改善现阶段省级科技情报机构信息服务提出建议，为今后科技情报机构网络服务起到一定的参考作用，并为进一步研究打下基础。
[Abstract]:With the development of information construction in China, science and technology information service industry has been developed rapidly, and the role of scientific and technological information research institutions is becoming more and more important. As the platform of regional information service, the information service quality and efficiency of provincial scientific and technological information research institute website directly affect the business development of information institute. At present, there are still some aspects that need to be improved, such as the structure of scientific and technological information resources, the development of online information services, the ease of use of the website interface and the timeliness of information, etc. This paper takes the website of the provincial science and technology information institute as the research object, on the basis of determining the network investigation essential factor, has carried on the investigation research and the summary analysis to the website carrying out the information service, and has put forward the improvement suggestion to the discovered question. This article combines the related theories of website evaluation and the research results of network service, as well as the online service examples such as the website of China Institute of Science and Technology Information, the website of electronic government, the website of library and archives, and so on. In this paper, the design of the online service research of the provincial sci-tech intelligence organization website is carried out in several aspects, such as time and method, and the content of the online service research of the provincial sci-tech intelligence organization in China is determined. Including online service items and online service support platform performance of two levels of content, information disclosure, personalized services, such as 8 levels of content, as well as notification announcements, online surveys, and other 29 levels of content, For the website online service research implementation provides the reference basis. According to the content of the website investigation and design, and referring to the business functions of science and technology information agencies at this stage, from the online service project and the online service supporting platform performance, Carry on the network investigation to the information service condition of each provincial science and technology intelligence organization website. Combined with the economic and social development practice of provinces and cities in China, on the basis of sorting out and analyzing the statistical results, according to the information service items of the website, the paper analyzes the information service situation of the website of the scientific and technological intelligence organization, and then from the service consciousness, the website construction, The content construction and other aspects provide suggestions for improving the information service of provincial science and technology information institutions at the present stage, play a certain reference role in the future network service of science and technology information agencies, and lay a foundation for further research.
