美国国家网络安全战略的演进及实践

【摘要】：美国作为互联网概念、关键技术与核心设备的发源地和最大的软硬件资源占有国,其网络安全战略经历了保护关键基础设施安全、监视控制特定内容信息流动、准备跨界行动以积极防御直至形塑全球网络空间信息内容的演进过程。冷战结束以来,特别是奥巴马政府时期,随着美国整体实力的压倒性优势持续减弱,美国在网络安全领域的相对战略优势更加凸显,技术创新与网络安全对于美国国家利益的重要性更加凸显,网络安全问题在美国国家安全战略整体框架中的重要性日益呈现上升趋势。
[Abstract]:As the birthplace of Internet concepts, key technologies and core devices and the largest possessor of software and hardware resources, the US network security strategy has experienced the protection of critical infrastructure security, surveillance and control of the flow of specific content and information. Prepare for cross-border action to actively defend against the evolution of global cyberspace information content. Since the end of the Cold War, especially during the Obama administration, with the continued weakening of the overwhelming advantage of the overall strength of the United States, the relative strategic advantage of the United States in the field of cybersecurity has become even more prominent. The importance of technological innovation and network security to the national interests of the United States is more prominent, and the importance of network security issues in the overall framework of the national security strategy of the United States is increasing day by day.
