中国高技术产业对传统制造业技术溢出研究

【摘要】：目前中国制造业的发展面临产品附加值低、能源消耗效率低、创新能力薄弱等多方面的瓶颈,而传统制造业面临的问题更为严重。中国的传统制造业急切需要转型升级,其中技术创新能力薄弱、技术水平低这一问题表现极为突出。高技术产业发展速度很快,对其他产业的渗透力很强,对中国传统产业的发展有重大的影响。由于高技术产业和传统制造业之间存在着较大的技术差距,可以产生对传统制造业较大程度的技术溢出。本文首先对高技术产业对传统制造业的技术溢出进行了理论分析和机理研究,包括技术溢出的过程、溢出途径与形式、影响因素等。然后对中国高技术产业对传统制造业的技术溢出现状进行了分析,比较了高技术产业和传统制造业的发展现状,并分析了高技术产业促进传统制造业发展的成效、存在的问题及原因。并在理论研究的基础上,通过建立数理模型,利用高技术产业和传统制造业的相关面板数据,实证研究了高技术产业对传统制造业技术溢出效果,主要目的在于得出高技术产业对传统制造业技术进步的作用和贡献。研究结果表明,我国高技术产业和传统制造业之间的自主创新能力差异较大;技术进步是导致中国传统制造业全要素生产率提高最主要的原因;传统制造业的研发及技术改造与引进对其全要素生产率有显著的积极作用;高技术产业的科研人员数量对传统制造业全要素生产率有显著的消极作用,而研发投入及新产品流动对技术溢出有显著的积极作用。在此基础上,本文从技术源、技术溢出中介及技术受体三个角度提出增强技术溢出的政策建议。
[Abstract]:At present, the development of Chinese manufacturing industry is facing the bottleneck of low added value of products, low energy consumption efficiency, weak innovation ability and so on. The traditional manufacturing industry is facing more serious problems. China's traditional manufacturing industry urgently needs to be transformed and upgraded, among which the technological innovation ability is weak. The problem of low technology level is very outstanding. High-tech industry develops rapidly and has strong permeability to other industries. It has great influence on the development of Chinese traditional industry, because there is a big technological gap between high-tech industry and traditional manufacturing industry. It can produce a large degree of technology spillover to the traditional manufacturing industry. Firstly, this paper makes a theoretical analysis and mechanism study on the technology spillover from high-tech industry to traditional manufacturing industry, including the process of technology spillover. Then the paper analyzes the current situation of technology spillover from Chinese high-tech industry to traditional manufacturing industry, and compares the development status of high-tech industry and traditional manufacturing industry. And analyzed the high technology industry to promote the development of traditional manufacturing industry, problems and reasons, and on the basis of theoretical research, through the establishment of mathematical models. Using the panel data of high-tech industry and traditional manufacturing industry, this paper empirically studies the spillover effect of high-tech industry on traditional manufacturing industry. The main purpose is to find out the role and contribution of high-tech industry to the technological progress of traditional manufacturing industry. The research results show that the independent innovation ability between high-tech industry and traditional manufacturing industry in China is quite different. Technological progress is the main reason that leads to the increase of total factor productivity of traditional manufacturing industry in China. The R & D, technological transformation and introduction of traditional manufacturing industry have a significant positive effect on the total factor productivity. The number of researchers in high-tech industry has a significant negative effect on the total factor productivity of traditional manufacturing industry, while R & D investment and new product flow have a significant positive effect on technology spillover. This paper puts forward policy suggestions to enhance technology spillover from three aspects: technology source, technology spillover intermediary and technology receptor.
