【摘要】：本文以北京市政府和新能源企业为主体,考虑政府调控成本、财政补贴、企业技术创新效率及贷款利率等因素,建立博弈模型。研究发现:纳什均衡是政府、企业和社会福利间的最优组合;合理的政府补贴、较低的银行贷款利率和较高的技术创新能力,能提高企业边际收益和产出;政府对新能源产业评估效益过低,产业调控成本和环保补贴力度过高,导致企业收益函数递减。由此,建议大力推广PPP、"互联网+项目租赁"、项目证券化、Yield Co(收益+公司)、政府引导基金等模式,充分利用新三板、债券市场等多种渠道融资;同时,利用北京市众多科研机构的优势,提高企业自主研发能力,实现能源结构优化转型。
[Abstract]:This paper takes the Beijing government and new energy enterprises as the main body, considering the factors of government regulation cost, financial subsidy, technological innovation efficiency of enterprises and loan interest rate, establishes the game model, and finds that Nash equilibrium is the government. The optimal combination between enterprise and social welfare; Reasonable government subsidy, lower bank loan interest rate and higher technological innovation ability can improve the marginal income and output of enterprises; The evaluation efficiency of the new energy industry is too low, the cost of industrial regulation and control and the environmental protection subsidy are too high, which leads to the decline of enterprise income function. Therefore, it is suggested that PPP, "Internet project lease" should be promoted vigorously. Project securitization yield Coeld (income companies, government-led funds and other models), make full use of the new third board, bond market and other channels to finance; At the same time, the advantages of many scientific research institutions in Beijing are utilized to improve the independent R & D capability of enterprises and to realize the transformation of energy structure optimization.
