【摘要】：规制是政府为了避免市场失灵、提升经济运行效率,对特定产业采取的经济管理行为。电力产业作为国民经济基础性产业,事关国家安全、经济发展以及社会稳定。加强电力产业规制是世界各国的普遍性做法,也是我国电力产业健康发展的必由之路。改革开放以来,我国政府深入推进电力产业改革,从根本上改变了以往电力产业计划经济痕迹过重的种种问题,取得十分显著的成绩,为我国改革开放顺利推进、经济社会健康发展提供了强大支持。但随着经济社会的发展,我国电力产业存在的交易体制机制不顺畅、市场定价机制不完善、法律政策保障不充分等问题,严重制约和影响着电力产业的发展,迫切需要进一步改革创新。为了从政府规制层面研究电力产业改革发展,本文在总结公共利益理论、自然垄断理论、政府规制理论等的基础之上,回顾我国电力产业规制改革的发展历程,并且全面总结了英美等国家关于电力产业规制改革的经验和教训,深入分析了改革开放以来我国电力产业规制改革的发展路径,系统总结了当前我国电力产业规制的基本模式,剖析了电力产业改革发展中存在科学合理的输配电价形成机制缺失、投资资金在发输配环节分配不太合理、输配电价在终端销售电价中的比重偏低等突出问题,并从实证分析的角度对我国电力产业规制绩效进行了分析,提出要适度加强电力产业规制改革,完善电力产业政府规制的法律制度,加强电力产业政府规制机构建设。特别是面对当前全面深化改革的时代背景,针对如何推进电力产业规制改革提供相关建议,提出推进电力产业规制改革,要正确处理政府与市场的关系,既要充分运用政府部门看得见的手,与此同时要充分使用市场机制看不见的手。具体到电力产业而言,加强电力产业规制从根子上讲就是要区分电力产业四个环节的经济特性,针对垄断性环节和竞争性环节分类施策,按照“管住中间、放开两头”的方向,政府加强对输电环节的管控,逐步放开发电环节以及售电环节,深化电力产品价格规制改革、电力产业竞争性环节业务市场化改革、电力产业自然垄断业务的政府规制改革、电力产业安全领域的规制改革、电力产业相关法律规制,进一步推进电力产业政府规制改革和市场化改革相互适应、共同发展,提升电力产业市场竞争力以及生产效率。
[Abstract]:Regulation is the government in order to avoid market failure, improve economic efficiency, economic management actions in specific industries. The electric power industry is the fundamental industry of national economy, national security, economic development and social stability. To strengthen the regulation of the power industry is a common practice in the world, but also the healthy development of China's electric power industry reform and the only way which must be passed. Since the opening of China's government to further promote the reform of power industry, fundamentally changed the problems of electric power industry and traces of the planned economy over the past, made significant achievements, for China's reform and opening up smoothly, provide strong support for the healthy development of economy and society. But with the development of economy and society, there is the power industry in our country the transaction mechanism is not smooth, the market pricing mechanism is not perfect, the legal policy is not sufficient, restrict and affect power production The development of the industry, there is an urgent need to further reform and innovation from the level of government regulation. In order to study the reform of electric power industry development, this paper summarizes the theory of public interest, the natural monopoly theory, based on the theory of government regulation, a review of the development of China's electric power industry regulation reform process, and summarizes the experiences and lessons of Britain and other countries on the regulation the reform of electric power industry, in-depth analysis of the development path of China's electric power industry regulation reform since the reform and opening up, summarized the basic pattern of the current regulation of electric power industry in China, analyzes the existing scientific and reasonable transmission and distribution price formation mechanism of the lack of electric power industry reform and development, investment in transmission link allocation is not reasonable, electricity transmission and distribution in the terminal sales price in the low proportion of outstanding issues, in the regulation of the performance of China's electricity industry and from the perspective of empirical analysis Analysis, put forward to strengthen the moderate electric industry reform, perfect legal system of power industry regulation, strengthen the construction of government regulation mechanism of electric power industry. Especially in the face of the current comprehensive deepening reform background, in order to promote the reform of electric power industry regulation provides related suggestions, put forward the regulation reform of the electric power industry, to correctly handle the relationship with the government the market, not only to make full use of the visible hand of government departments, at the same time to make full use of the invisible hand of the market mechanism. Specific to the electric power industry, strengthen the economic characteristics of power industry regulation fundamentally speaking is to distinguish between the four aspects of the electric power industry, according to the classification of monopoly link and competitive link policy, in accordance with the "hold, let two" the direction of the government to strengthen the control of transmission power, gradually open the link and retail sectors, deepen the power production Product price regulation reform, market reform of electric power industry competitive link, the government regulation reform of natural monopoly business of electric power industry regulation reform, security field of power industry, power industry related laws and regulations, to further promote the electric power industry regulation reform and marketization reform to adapt to each other, common development, enhance the market competitiveness of power industry and production efficiency.
