【摘要】：经过改革开放近40年的快速发展,中国高技术产业实现了从小到大的历史性转变,产业规模跃居世界第二。但与像美国、日本这样的发达国家相比,中国的高技术产业却略显逊色,大而不强、缺乏核心竞争力,并且当前国家之间的竞争日趋激烈。而竞争的实质是科学技术水平的竞争,是科学技术转化为现实生产力的竞争。高技术产业是建立在现代科学技术最新成果基础上的产业,它在经济发展中占据着举足轻重的地位。高技术产业的发达程度,决定着一个国家能否取得长期的竞争优势,决定着一个国家和地区的综合国力与国际竞争力。因此,提高高技术产业的发展力量,对整个国家的发展有着深远的影响。本文从技术创新能力的角度研究对高技术产业竞争力的影响。研究思路是：分析中国高技术产业的现状并提出问题,根据理论基础构建实证模型,进而得出结论并根据现实情况提出政策建议。首先,本文在技术创新和产业竞争力的理论基础上,以中国高技术产业下的17个子行业为研究对象,运用主成分分析法对2003年～2012年的17个子行业的技术创新指标进行了分类,提出了三个主成分：技术开发因子、技术转化因子和技术支撑因子,并进一步得出了技术创新能力在不同子行业中的变化趋势。其次,选取了高技术产业的总利润、劳动生产率、出口交货值和每个子行业下的高技术产业市场占有率四个维度作为中国高技术产业竞争力的代表,进行面板实证检验,并对17个子行业的竞争力分别进行比较。研究结果表明,高技术产业下不同子行业的技术创新能力有所不同。总体上来说,技术创新能力与高技术产业竞争力呈现出显著的正相关关系,而且不同行业的技术创新能力对高技术产业竞争力的影响不同。其中的一个共同点是在各行业中技术开发因子对高技术产业竞争力的影响最强,技术转化因子和技术支撑因子因不同的行业对高技术产业竞争力的排名有所不同。最后,本文在理论和实证的基础上,针对上述研究的实证结果,分别从高技术企业角度和政府制定产业政策的角度,为我国高技术产业竞争力的良性发展提供了一定的政策建议。
[Abstract]:After nearly 40 years of rapid development of reform and opening up, China's high-tech industry has achieved a historic transformation from small to large, and the industrial scale has leapt to the second largest in the world, but compared with developed countries such as the United States and Japan. However, China's high-tech industry is slightly inferior, large but not strong, lack of core competitiveness, and the current competition between countries is increasingly fierce, and the essence of the competition is the level of science and technology competition. The high-tech industry is based on the latest achievements of modern science and technology. It occupies a pivotal position in the economic development. The degree of development of high-tech industry determines whether a country can obtain long-term competitive advantage. It determines the comprehensive national strength and international competitiveness of a country and region. It has a profound impact on the development of the whole country. This paper studies the impact on the competitiveness of high-tech industry from the perspective of technological innovation ability. The research idea is to analyze the current situation of China's high-tech industry and put forward problems. According to the theoretical basis of the construction of empirical model, and then draw conclusions and put forward policy recommendations according to the actual situation. First, this paper is based on the theory of technological innovation and industrial competitiveness. Taking 17 sub-industries under China's high-tech industry as the research object, this paper classifies the technological innovation indexes of 17 sub-industries from 2003 to 2012 by principal component analysis (PCA). Put forward three principal components: technology development factor, technology transformation factor and technology support factor, and further obtained the change trend of technological innovation ability in different sub-industries. Secondly. The four dimensions of total profit, labor productivity, export delivery value and market share of high-tech industry under each sub-industry are selected as the representative of China's high-tech industry competitiveness. The panel empirical test, and 17 sub-industry competitiveness were compared. The results show that the high-tech industries in different sub-industries have different technological innovation capabilities. Generally speaking. There is a significant positive correlation between the ability of technological innovation and the competitiveness of high-tech industries. And different industries have different effects on the competitiveness of high-tech industries. One of the common points is that the factors of technological development have the strongest impact on the competitiveness of high-tech industries. Technology transformation factor and technology support factor are different according to the ranking of different industries on the competitiveness of high-tech industries. Finally, this paper based on the theoretical and empirical results of the above research. From the perspective of high-tech enterprises and the government to formulate industrial policies, this paper provides some policy suggestions for the healthy development of the competitiveness of high-tech industries in China.
