【摘要】:京津冀地区长期受到计划经济影响,条块分割严重,市场经济意识淡薄,区域合作意识不强,区域之间竞争激烈,产业结构严重趋同。到目前为止,没有形成有效的区域分工协作机制,区域间的竞争仍大于合作。为破解京津冀联动发展存在的体制机制障碍,京津冀走上了协同发展的道路。按照优势互补、互利共赢、区域一体原则,以区域基础设施一体化和大气污染联防联控作为优先领域,把合作发展的功夫主要放在产业对接协作上,理顺三地产业之间的关系,形成区域间产业合理布局和上下游联动机制。 北京由于承担了过多功能,大量人口与就业向首都集聚,使北京临着交通拥堵、环境恶化、资源约束紧张等城市病;天津与河北在经济发展过程中,必须抛弃原有的高投入、高消耗、高排放发展经济模式,对产业进行转型升级。最近两年,北方频繁的爆发雾霾天气,尤其以河北最为严重,2012年世界十大污染最严重的城市光河北就占据了七个。面对如此严峻的环境问题,无论是北京要建设世界城市,还是天津要成为北方的经济中心,除了要解决大城市病以外,还要认真思考京津如何进行产业升级以及河北如何有序承接京津转移出来的这些产业。 节能环保产业是作为七大战略性新兴产业之一。一方面既可以带动经济的发展,形成新的经济增长点;另一方面也能解决发展过程中的环境问题,为绿色发展和循环经济提供了物质基础。本文按结构分为六大部分。第一部分介绍了本文选题的背景及意义,并梳理了国内外研究现状。第二部分阐述了节能环保产业、节能环保产业链及节能环保产业领域细分,介绍了产业链及产业链构建的相关理论。第三部分从节能环保产业发展基础及前景、节能环保产业重点领域、相关政策三方面分析节能环保产业发展的现状及存在的问题。第四部分,从企业、园区、区域三个层面论述了京津冀节能环保产业发展现状,并分析了京津冀节能环保产业链构建过程中面临的问题和挑战。第五部分为本文的核心部分,阐明京津冀节能环保产业链构建应遵循的原则,在分析京津冀污染物排放的基础上,从市场需求角度,研究京津冀节能环保重点行业的选择。同时,以大气污染防治设备、尾矿综合利用产业为例子,,就如何进行节能环保产业链的构建进行说明,并给出了京津冀节能环保产业链布局图。第六部分,从企业、园区和区域三个层面,就如何构建京津冀京津冀节能环保产业链提出了相关的对策建议。
[Abstract]:The Beijing-Tianjin-Hebei region has been affected by the planned economy for a long time, with serious fragmentation, weak sense of market economy, weak sense of regional cooperation, fierce competition among regions, and serious convergence of industrial structure. There is no effective regional division of labor cooperation mechanism, the competition between regions is still greater than cooperation. In order to solve the obstacles of the system mechanism of Beijing-Tianjin-Hebei linkage development, Beijing-Tianjin-Hebei has embarked on the road of coordinated development. Mutual benefit, regional integration principle, regional infrastructure integration and air pollution joint prevention and control as a priority area, the development of cooperation mainly on the industrial docking and coordination, straighten out the relationship between the three real estate industries. To form a rational layout of regional industries and upstream and downstream linkage mechanism. Because Beijing has assumed too many functions, a large number of population and employment gathered to the capital, causing Beijing to face traffic congestion, environmental deterioration, resource constraints and other urban diseases; In the process of economic development, Tianjin and Hebei must abandon the original economic model of high input, high consumption and high emission, and transform and upgrade the industry. In the last two years, haze weather broke out frequently in the north. In 2012, Hebei alone occupied seven of the ten most polluted cities in the world. In the face of such severe environmental problems, whether Beijing wants to build a world city. In order to become the economic center of the north, Tianjin should not only solve the disease of big cities, but also think carefully about how Beijing and Tianjin carry out industrial upgrading and how Hebei can accept these industries transferred from Beijing and Tianjin in an orderly manner. Energy saving and environmental protection industry is one of the seven strategic emerging industries. On the one hand, it can drive the development of economy and form a new economic growth point. On the other hand, it can also solve the environmental problems in the process of development, providing a material basis for green development and circular economy. This paper is divided into six parts according to the structure. The first part introduces the background and significance of this topic. And combing the status quo of domestic and foreign research. The second part of the energy conservation and environmental protection industry, energy conservation and environmental protection industry chain and energy conservation and environmental protection industry subdivision. Introduced the industry chain and industry chain construction related theory. The third part from the energy conservation and environmental protection industry development foundation and prospects, energy conservation and environmental protection industry key areas. The development of energy conservation and environmental protection industry is analyzed in three aspects. Part 4th discusses the current situation of energy conservation and environmental protection industry in Beijing-Tianjin-Hebei from the three aspects of enterprises, parks and regions. The paper also analyzes the problems and challenges in the construction of energy conservation and environmental protection industry chain in Beijing-Tianjin-Hebei. Part 5th is the core part of this paper, and expounds the principles to be followed in the construction of the industrial chain of energy conservation and environmental protection in Beijing, Tianjin and Hebei. Based on the analysis of pollutant emission from Beijing, Tianjin and Hebei, the selection of key industries for energy saving and environmental protection in Beijing, Tianjin and Hebei is studied from the point of view of market demand. At the same time, the air pollution prevention equipment and the comprehensive utilization industry of tailings are taken as an example. This paper explains how to construct the industry chain of energy saving and environmental protection, and gives the layout map of the industry chain of energy saving and environmental protection in Beijing, Tianjin and Hebei. Part 6th, from three levels of enterprise, park and region. The countermeasures and suggestions on how to construct the industry chain of energy conservation and environmental protection in Beijing, Tianjin, Hebei, Beijing and Tianjin are put forward.
