环境规制对污染密集型产业空间布局的影响

【摘要】：贸易自由化和生产全球化背景下,污染密集型产业的空间布局、空间转移规律及作用机制已经成为研究地区经济可持续发展的重要组成部分。在我国,环境污染和资源匮乏问题日趋加重,污染密集型产业虽然在一定程度上可以促进经济增长但同时也带来了环境污染,研究其空间布局和转移对实现我国走可持续发展道路和产业结构优化升级具有极其重要的意义。本文重点研究环境规制作用下污染密集型产业的空间分布状况,研究内容包括宏观产业层面环境规制对污染密集型产业空间布局影响以及微观企业层面环境规制对新建污染密集型企业选址的影响。首先本文利用省级面板数据,通过差分GMM估计方法探讨影响污染密集型产业空间布局的因素,发现环境规制对污染密集型产业发展有明显约束作用,我国不同省份之间存在“污染避难所”效应。然后从产业层面研究过度到企业层面,利用全国269个地级市面板数据,研究环境规制对新建污染密集型企业空间选址的影响,进一步验证我国地区间与区域内均存在“污染避难所”效应。本文分别从产业层面和企业层面分析了环境规制对污染密集型产业空间布局的作用机制,揭示了污染密集型产业的转移规律及其作用机制,为地方政府合理有效制定环境规制政策提供重要的理论基础。
[Abstract]:The liberalization of trade and production under the background of globalization, pollution intensive industry spatial layout, spatial transfer regularity and mechanism has become an important part of the sustainable development of the regional economy. In our country, the problem of environmental pollution and lack of resources is becoming more and more serious, pollution intensive industries in a certain extent can promote economic growth but at the same time it also brings environmental pollution, the research of the space layout and transfer to realize the path of sustainable development and optimization of industrial structure is of great significance. Focus on the upgrading of China's environmental regulation under intensive polluting industries spatial distribution in this paper, the main research contents included the influence of environmental regulation on the macro level of industrial pollution intensive industrial layout and the micro enterprise level of environmental regulation on the location of the new pollution intensive enterprises. Firstly, using the provincial panel The data, through the differential GMM estimation method to explore the influencing factors of pollution intensive industrial space layout, found that environmental regulation has obvious restraint effect of pollution intensive industries, there is "pollution haven" effect between different provinces in China. Then from the industrial level of degree to the enterprise level, using the panel data of 269 cities in the country and the effects of environmental regulations on the location of the new pollution intensive enterprise space, further validation in different areas of China and within the region are the "pollution haven" effect. This paper analyzes the mechanism of environmental regulation of pollution intensive industrial space layout from the industry level and enterprise level, reveals the transfer of pollution intensive industries the mechanism for the local government to develop reasonable and effective environmental policies provide an important theoretical basis.
